The conference was co sponsored by Qingdao Municipal Bureau of industry and information technology, Chengyang District government and Qingdao Rail Transit Industry Demonstration Zone Management Committee. With the theme of “railway travel, wisdom and new way”, it planned the layout for the high-quality development of Qingdao rail transit industry during the 14th Five Year Plan period. At the meeting, the work plan for promoting the development of the city’s rail transit equipment industry cluster (hereinafter referred to as the plan) was officially released. According to this plan, by 2025, the output value scale of Qingdao rail transit equipment industry chain will strive to exceed 150 billion yuan.
Based on the development status and existing problems of Qingdao rail transit industry, the plan defines the development idea of “leading, innovation driven, project support, park agglomeration and platform empowerment”. Leading, that is, give play to the “double leading” advantages of CRRC Beijing Sifang Automation Co.Ltd(601126) and Qingdao Metro Group, drive local supporting small and medium-sized enterprises to become bigger and stronger, lead the development of local missing supporting products in Qingdao, and continue to expand the scale of local industry; Innovation driven, that is, relying on the national high-speed train technology innovation center and various national innovation platforms to improve the ability of technological innovation and maintain the leading level of the industry; Project support: accelerate the construction of key projects under construction, actively plan major investment projects, and strive to continuously form new production capacity; Park agglomeration refers to the cluster layout of the city’s rail transit equipment industry according to the spatial layout structure of “one core and two parks”. In principle, the municipal level will no longer encourage and support the layout of rail transit equipment industry outside the above parks; Platform empowerment means supporting industry organizations such as Qingdao Rail Transit Equipment Industry Association and Qingdao Metro association to play a platform role and lead the development of the industry.
In terms of specific development path, the plan puts forward eight key tasks, mainly including: improving the R & D and manufacturing capacity of the whole vehicle, supporting the industrialization of 600 km / h high-speed maglev train and 350 km / h high-speed freight EMU; Plan the layout of new material industry and support CRRC Beijing Sifang Automation Co.Ltd(601126) to continuously expand the market application of carbon fiber car body; Improve the local matching rate and make up for the shortcomings of the industrial chain such as traction, braking and network control; Break through the development of high-speed maglev industry and gather R & D and manufacturing resources of main high-speed maglev equipment to Qingdao by relying on CRRC resources; Expand the maintenance service industry and support relevant enterprises to develop Rail Transit Intelligent Maintenance Siasun Robot&Automation Co.Ltd(300024) and other products; Increase testing and certification service capacity and industrial construction, and cultivate testing and certification service industry through backbone enterprises; Develop electromechanical equipment and infrastructure engineering equipment industry, and support Metro Group to give priority to the use of local station substation equipment and engineering equipment in project construction; Accelerate industrial integration, support the R & D, innovation and application of emerging materials, and extend to automotive, aerospace and other fields.
According to the plan, the short-term goal of the development of Qingdao rail transit equipment industry cluster is to strive for the output value of the city’s rail transit equipment industry chain to exceed 150 billion yuan and drive the output value of the whole industrial cluster of rail transit industry to exceed 200 billion yuan by 2025; The medium-term goal is to strive for the output value of the city’s rail transit equipment industry chain to exceed 200 billion yuan and drive the output value of the whole industrial cluster of rail transit industry to exceed 300 billion yuan by 2030; The long-term goal is to strive for the output value of the city’s rail transit equipment industry cluster to reach 250 billion yuan by 2035, and drive the output value of the whole rail transit industry cluster to exceed 500 billion yuan.
