"The characteristics of continental winter monsoon climate, such as cold, strong wind, dry, less precipitation and large temperature changes, pose a severe test to the guarantee of meteorological services for the Beijing Winter Olympic Games. Meteorological departments have met the difficulties and made progress in strengthening scientific and technological research and capacity-building in observation, forecasting and services." Qu Xiaobo said that it is mainly reflected in the following three aspects.

First, focus on the layout of Winter Olympic meteorological observation and improve the comprehensive meteorological monitoring capacity of the Winter Olympic competition area. Taking the Winter Olympic Games as the core, the winter multi-dimensional meteorological comprehensive observation test under complex terrain was organized and implemented in the mid latitude mountainous areas of China for the first time. A total of 441 sets of modern three-dimensional detection facilities were built in the urban area of Beijing, Yanqing, Chongli and surrounding areas, realizing the integrated, three-dimensional, second level and multi-element Winter Olympic meteorological comprehensive monitoring of ultra precision complex mountains and super cities. Among them, the monitoring of Yanqing Haituo mountain area has achieved a breakthrough from scratch.

Second, focus on the improvement of Winter Olympic weather forecasting ability, set up a core forecasting team and carry out scientific and technological research. Organize and implement the "smart Winter Olympics 2022 weather forecast demonstration plan" (FDP). 22 units, including meteorological departments, scientific research institutes, universities and social enterprises, compete on the same stage on the Winter Olympics weather forecast stage, learn from each other's strengths and make up for their weaknesses, and work together to ensure the Winter Olympics. The information network supporting meteorological services in Beijing, Yanqing and Zhangjiakou has been built to provide interconnected, data sharing and mutual backup Winter Olympic meteorological data services, and realize multi-point and flexible on-site video consultation. Provide the Winter Olympic meteorological service website to meet the meteorological service needs of the public for watching and traveling.

Third, focus on the multi-party needs of Winter Olympic meteorological services and provide all-round and whole process services and guarantee. The organization process of the Winter Olympic Games is a complex and systematic project. From bidding, preparation, testing to the race, each stage is inseparable from meteorological support services. For example, in the preparatory stage, according to the needs of the Beijing Winter Olympic Organizing Committee, we will provide the IOC with weather analysis reports and weather risk analysis reports for three competition areas for five consecutive years from 2016 to 2020; From 2020 to 2021, provide all-round meteorological services for IOC and international snow Federation experts to carry out investigation, survey, site certification and other work in each competition area; We carried out meteorological risk assessment on the competition schedule and opening and closing ceremonies of the Winter Olympic Games, and successfully completed the meteorological service guarantee of the "meet Beijing" series of test competitions.
