Since the CPC Central Committee and the State Council have deployed and implemented a new round of power system reform, the construction of China’s power market has been steadily and orderly, the pattern of diversified competitors has initially taken shape, the role of the market in the optimal allocation of resources has been significantly enhanced, and the proportion of market-oriented trading electricity has increased significantly. At the same time, there are still some problems in the power market, such as incomplete system, imperfect functions, inconsistent transaction rules, market barriers in cross provincial and cross regional transactions and so on. With the consent of the State Council, the following opinions are put forward in order to accelerate the construction of a national unified power market system, realize the sharing, mutual assistance and optimal allocation of power resources on a larger scale, improve the stability and flexible regulation capacity of the power system, and promote the formation of a new power system suitable for China’s national conditions and with stronger new energy consumption capacity.
I. General requirements
(I) guiding ideology. under the guidance of Xi Jinping the thought of socialism with Chinese characteristics in the new era, fully implement the spirit of the 19th CPC National Congress and all previous plenary sessions of the 19th CPC National Congress, fully, accurately and comprehensively implement the new development concept, follow the laws of power operation and market economy, meet the new requirements of carbon peak and carbon neutralization goals, better coordinate development and safety, and optimize the overall design of the power market, We will improve the multi-level unified power market system, unify trading rules and technical standards, break down market barriers, promote the construction of power market mechanism to adapt to the transformation of energy structure, and accelerate the formation of a unified, open, orderly, safe and efficient power market system with perfect governance.

We will work together to promote market construction and power grid operation management, prevent market construction risks and ensure the safe and stable operation of the power system.
based on national conditions and drawing on international experience. based on China’s energy and resource endowment, economic and social development and other actual national conditions, learn from the construction experience of international mature power market, give full play to China’s market advantages, adapt to the production and operation laws and development needs of the power industry, and scientifically and reasonably design the market mode and path.
make overall consideration and do a good job in connection. comprehensively consider the power cost bearing capacity of enterprises and society, do a good job in the connection between the supply of basic public services and the construction of power market, and ensure the relatively stable supply of public services and the price of electricity for residents, agriculture and so on.
(III) overall objectives. by 2025, the national unified power market system will be initially completed, the national market will operate in coordination with the provincial (District, city) / regional market, the integrated design and joint operation of the medium and long-term, spot and auxiliary service market of power, the market-oriented allocation of resources across provinces and regions and the scale of green power transactions will be significantly improved, which is conducive to new energy The market transaction and price mechanism for energy storage and other development has initially taken shape. By 2030, the national unified power market system will be basically completed to meet the requirements of the new power system. The national market will operate jointly with the provincial (District, city) / regional market. New energy will fully participate in market transactions. Market subjects will compete equally and choose independently, and power resources will be further optimized throughout the country.
II. Improve the multi-level unified power market system
(I) accelerate the construction of the national power market. give full play to the role of Beijing and Guangzhou power trading centers, and improve the operation and management of power trading platforms and the inter provincial and inter regional market trading mechanism. According to the layout and interconnection of power infrastructure construction, study and promote the timely establishment of a national power trading center, introduce market players such as power generation enterprises, power sales companies and users and relevant strategic investors, and establish a corporate governance system and operation mechanism with standardized laws and clear rights and responsibilities; Establish corresponding market management committee and improve the discussion, coordination and supervision mechanism.

Implement major national and regional strategies such as the coordinated development of Beijing, Tianjin and Hebei, the integration of the Yangtze River Delta and the construction of Guangdong, Hong Kong and Macao Bay area, encourage the construction of corresponding regional power markets, carry out inter provincial and inter regional power medium and long-term transactions and auxiliary service transactions such as frequency modulation and standby, and optimize the allocation of regional power resources.

(IV) orderly promote the opening-up and cooperation among inter provincial and inter regional markets. on the basis of implementing the power supply and electricity quantity supported by the safe supply of the power grid, according to the principle of first increment and then stock, release the cross provincial and cross regional priority power generation plan by category, and promote the transformation of the national power transmission plan and local government power transmission agreement into medium and long-term contracts authorized by the government. Establish a mechanism for multiple market entities to participate in cross provincial and cross regional transactions, and encourage and support power generation enterprises to carry out direct transactions with power sales companies and users. Strengthen the dynamic connection between inter provincial, inter regional and intra provincial markets in terms of economic responsibility and price formation mechanism. Accelerate the establishment of a market-oriented inter provincial and inter regional transmission right distribution and trading mechanism, and optimize the allocation of power resources by making the best use of inter provincial and inter regional rich channels.
III. improve the function of the unified power market system
(I) continue to promote the construction of medium and long-term power market. give further play to the basic role of the medium and long-term market in balancing long-term supply and demand and stabilizing market expectations. Improve the market-oriented adjustment mechanism of medium and long-term contracts, shorten the transaction cycle, improve the transaction frequency, enrich the transaction varieties, encourage medium and long-term transactions with a long term, and standardize the medium and long-term transaction organization, contract signing and other processes. We will promote market players to form electricity prices by time at all levels of the market through market transactions, better widen the price difference between peak and valley, and guide users to cut peak and fill valley.
(II) actively and steadily promote the construction of power spot market. guide the spot market to better find the real-time price of power and accurately reflect the relationship between power supply and demand. Organize and implement the pilot of power spot market, support the pilot with conditions to operate continuously, and gradually form a long-term and stable power spot market. Promote all kinds of priority power generation entities and user sides to jointly participate in the spot market, strengthen the connection between spot transactions and the liberalization of priority power generation and consumption plans and medium and long-term transactions, and establish a reasonable cost relief mechanism.
(III) continuously improve the power auxiliary service market. promote the power auxiliary service market to better reflect the market value of flexible regulatory resources, establish and improve auxiliary service markets such as frequency modulation and standby, explore users’ adjustable load to participate in auxiliary service transactions, promote the integrated construction of source network load storage and multi energy complementary and coordinated operation, and improve the cost sharing and income sharing mechanism. Comprehensively promote the construction of medium and long-term, spot and auxiliary service markets of electric power, strengthen the orderly coordination between markets, and do a good job in connection with transaction timing, market access and price formation mechanism.
(IV) cultivate market players with diversified competition. orderly release and develop the power consumption plan, promote the participation of priority power generation entities such as gas, cogeneration, new energy and nuclear power in the market, promote the full participation of operating users in the market in batches, and promote the transformation of priority power generation and priority power purchase plans into medium and long-term contracts authorized by the government. Strictly enforce the access standards and conditions of power selling companies, guide social capital to participate in power selling business in an orderly manner, give full play to the important role of power grid enterprises and state-owned power selling companies, improve the minimum power supply system to ensure the reliability of power supply, encourage power selling companies to innovate business models and provide value-added services such as comprehensive energy management and load integration. Guide new market players such as user side adjustable load resources, energy storage, distributed energy and new energy vehicles to participate in market transactions, and fully stimulate and release the flexible adjustment ability of user side.
Fourth, improve the trading mechanism of the unified power market system
(I) standardize and unify the basic trading rules and technical standards of the market. the national development and Reform Commission and the Energy Administration organized relevant parties to formulate basic transaction rules such as market access and exit, transaction varieties, transaction timing, transaction execution and settlement, as well as unified transaction technical standards and data interface standards. All localities shall organize provincial (District, municipal) power trading centers to formulate local trading rules in accordance with the basic trading rules. (II) improve the power price formation mechanism. reform and improve the market-oriented formation mechanism of coal and electricity prices, improve the electricity price transmission mechanism, unify and standardize the price rules of local power markets, and effectively balance power supply and demand. Orderly promote all industrial and commercial users to enter the power market, and ensure the relative stability of electricity prices for residents, agriculture and public welfare undertakings. Encourage clean heating users to reduce heating costs by participating in the power market. We will strengthen the supervision of the permitted income of power transmission and distribution, promote the separate accounting of power transmission and distribution business and power purchase and sales business of power grid enterprises, and properly handle policy cross subsidies. Improve the flexibility of inter provincial and inter regional transmission price mechanism, explore inter provincial and inter regional transactions, and charge transmission fees according to the optimal path combination.
(III) do a good job in the efficient connection between market-oriented transaction and dispatching operation. on the premise of ensuring the safe operation of power grid and reliable power supply, overall optimize the operation of power market and power grid dispatching, and improve the relevant business processes and system standards of power grid enterprises. Strengthen the business coordination between power trading center and power grid enterprises, and promote the exchange and sharing of planning, marketing, measurement, finance, dispatching and other information. Improve the intelligent level of power grid, strengthen power operation dispatching and safety management, and implement the trading results of power market in accordance with laws and regulations.
(IV) strengthen information sharing and disclosure. promote the sharing of registration information among the main bodies of the national power market. Implement the requirements of the information disclosure system, standardize the disclosure process, and disclose key information such as power grid security constraints and available transmission capacity across provinces and regions in accordance with laws and regulations. V. strengthen overall planning and scientific supervision of electric power

Improve the market emergency response mechanism, give priority to ensuring the power supply for people’s livelihood and ensure the safety of power supply.
Sixth, build a market mechanism to adapt to the new power system

(II) establish a cost recovery mechanism for power generation capacity according to local conditions. guide all regions to establish a market-oriented power generation capacity cost recovery mechanism according to the actual situation, and explore various ways such as capacity compensation mechanism, capacity market and scarce electricity price, so as to ensure the fixed cost recovery of power supply and the safety of long-term power supply. Encourage the investment and construction of pumped storage, energy storage, virtual power plants and other regulated power sources.
(III) explore green power trading. innovate the system and mechanism, carry out the pilot of green power trading, find the environmental value of green power in a market-oriented way, and reflect the priority of green power in trading organization and power grid dispatching. Guide users in need to purchase green power directly, and promote power grid enterprises to give priority to the direct transaction results of green power. VII. Strengthen the organization and implementation of
