It has been more than two years since the implementation of the regulations of Shanghai Municipality on the administration of domestic waste. What changes have taken place in the actual classification of various districts and towns in Shanghai?
The Shanghai Municipal Joint Conference Office on the promotion of domestic waste classification and reduction released the evaluation results today (January 27). In the second half of 2021, the effectiveness of domestic waste classification in all districts, streets and towns (townships and industrial zones), as well as key public institutions and public places in Shanghai has been ranked up to date.
After evaluation, the effectiveness of domestic waste classification in 16 districts and 220 Street towns in the city has reached the "excellent" level.
Among all districts, Jiading District and Yangpu District ranked among the top two in the evaluation results, and Jing'an District made significant progress compared with the first half of this year, rising from the 11th to the third in the city.
Based on the performance of more than two years, Huangpu District and Fengxian District have been ranked lower. In 2020, due to major violations of domestic waste management within the jurisdiction, Jiading District, which was cancelled the comprehensive evaluation results, ranked second since the "counter attack" in the first half of last year. It went further in the second half of last year and won the first place in the city.
The evaluation objects are refined to all streets and towns in Shanghai, and the "report card" is still gratifying. Ranked from high to low, the top ten are Anting Town, Xincun Township, Xinhai Town, Xuxing Town, Laogang Town, zhangmiao street, Juyuan new area, Yanji Xincun street, Waigang town and LvXiang Town, which are concentrated in Jiading, Chongming, Pudong, Baoshan, Yangpu and Jinshan.
Since the first half of last year, the "report card" has also been listed in key public institutions and public places for the first time. The Shanghai greening and city appearance Department said that this is an aspect that has been specially strengthened due to the lack of obvious effectiveness in the classification of public places in the past two years Special evaluation shall be conducted for key passenger transport hubs (railway station, bus station, wharf and airport).
In terms of key public institutions and public places, 61 of 62 colleges and universities have reached the excellent level, 59 of 75 hospitals have reached the excellent level, and 8 of 13 major transportation hubs have reached the excellent level.
Among them, three universities including Shanghai Ocean University, Shanghai University of engineering and technology and Shanghai Conservatory of music, Tongji University Affiliated Stomatological Hospital, Shanghai Tenth People's Hospital, Xinhua Hospital Affiliated to Shanghai Jiaotong University Medical School, Jiading bus terminal, No. 3 cruise ship yard of shitupu and other public institutions or public places have achieved outstanding results in promoting waste classification.
The reporter of Jiefang Daily Shangguan news learned from Shanghai greening and city appearance bureau that the ranking of domestic waste classification effectiveness of each district is mainly based on the average level of domestic waste classification effectiveness of streets and towns within the jurisdiction, the standardized management of classified collection, transportation and disposal operations, and the individual assessment of members of the joint meeting. The main basis for the effectiveness evaluation of domestic waste classification in each street town is the third-party evaluation and social evaluation.
Shanghai greening and city appearance Department said that the evaluation standard mainly refers to the overall level of the main source classification effectiveness of all kinds of domestic waste in a region. Whether the classification effectiveness of domestic waste in this region is good or not, we can't just look at individual communities and units that do well, "we can't just look at the basin scenery, but the scenery".
In addition, the greening and city appearance department also announced the evaluation results of Shanghai citizens' satisfaction with waste classification. A total of 118300 citizens participated in the evaluation, of which more than 94% gave "five-star praise".
Citizens generally believe that "adopting the fixed-time and fixed-point system", "implementing the upgrading and transformation of waste delivery points" and "extensive publicity and mobilization" are the main reasons for the effectiveness of domestic waste classification in Shanghai, but there are still some shortcomings, such as randomly discarding waste in non delivery time, and the environment of some delivery points needs to be improved.
The data show that over the past two years, Shanghai citizens have basically formed a new fashion habit of practicing the green and low-carbon concept and actively participating in the classification of domestic waste, and the classification effectiveness has gradually stabilized. The average daily classification volume of wet waste has stabilized at more than 9000 tons, and the average daily recycling volume of recyclables has remained at more than 7000 tons.
This year, Shanghai will further improve the regular and fixed-point classified delivery system, carry out special rectification actions for small bags of garbage, deepen the transformation of delivery points to facilitate and benefit the people, promote the "one network unified management" to enable the daily management of garbage classification, improve the appearance of classification environment, and improve the level of fine and normalized management.
