First, improve the balance. We will promote the proportion of ordinary national highways of class II and above in the western region to reach 70%, and promote the proportion of hardened roads in natural villages (groups) with large population to exceed 85%. We will accelerate the integrated development of urban and rural passenger transport, and continue to consolidate and expand the achievements of qualified Township and organic village passenger transport. Further improve the ferry traffic conditions to facilitate the daily travel of people in remote areas. Improve the rural logistics service level, and promote about 100 rural logistics service brands nationwide by 2025.
Second, improve convenience. Improve the hub collection and distribution system. By 2025, the railway arrival rate of important port areas of coastal ports will exceed 70%, and the rail transit access rate of hub airports will reach 80%. We will accelerate the development of passenger connecting transport and organize pilot passenger connecting transport in 50 cities. Popularize the application of electronic passenger tickets for road passenger transport, and strive to promote one-stop ticket purchase and one ticket access.
Third, improve economy. Continue to optimize the transportation structure and improve the efficiency of the comprehensive transportation network. We will standardize the price management of new formats and modes of transportation, improve the price formation mechanism of cruise taxis, and deepen the market-oriented reform of road passenger transport prices. Implement tax reduction and fee reduction measures for logistics.
Fourth, enhance diversity. Guide and standardize the healthy development of online car hailing, bicycle sharing and car time-sharing leasing. Accelerate the integrated development of transportation and tourism, and encourage road passenger stations to expand tourism distribution service functions.
Fifth, enhance humanistic care. Strengthen the transportation service guarantee for difficult groups and special groups.
