Plans for eight cross-border e-commerce comprehensive test zones in Guangdong were released on the same day: linking characteristic industries to create a “closed-loop” ecosystem

On May 5, the notice of the people’s Government of Guangdong Province on printing and distributing the implementation plans of 8 cross-border e-commerce comprehensive pilot zones including China (Shaoguan) (hereinafter referred to as the notice) was officially released. Shaoguan City, Shanwei City, Heyuan City, Yangjiang City, Qingyuan City, Chaozhou City, Jieyang City and Yunfu City gave specific plans for the construction of Wuxi Online Offline Communication Information Technology Co.Ltd(300959) “two platforms” and the “six systems” of cross-border e-commerce development.

Southern finance and economics all media reporters found that the notice focuses on cross-border e-commerce to drive the development of traditional industries, link manufacturing, modern agriculture and cultural tourism, and also drive cities to form a “closed-loop” ecosystem of the whole industrial chain such as manufacturing, trading, goods collection, payment, logistics, settlement and foreign exchange settlement.

Wang Jian, Professor of the school of international economics and trade of the University of international business and economics and director of the APEC cross border e-commerce innovation and Development Research Center, believes that Guangdong hopes to drive the development of industries with local characteristics through the new trade format of cross-border e-commerce this time. Therefore, there is a conceptual update in the top-level design. Cross border e-commerce should develop in an ecological way. In this ecological system, market players can rely on each other and cooperate to improve competitiveness.

cross border e-commerce linkage industry in-depth development

In February this year, the State Council approved the establishment of cross-border e-commerce comprehensive pilot zones in 27 cities and regions, and 8 cities in Guangdong were shortlisted. So far, Guangdong has achieved full coverage of cross-border e-commerce comprehensive pilot zones. According to the plan, Guangdong will lay out the development plan of the new cross-border e-commerce comprehensive pilot zone, and give full play to the positive role of cross-border e-commerce in helping the transformation and upgrading of traditional industries and promoting the digital development of industries.

The notice proposes to launch local characteristic innovation measures on the basis of cross-border e-commerce development of “two platforms” and “six systems”, serve local industries and create a cross-border e-commerce development model suitable for local.

Wuxi Online Offline Communication Information Technology Co.Ltd(300959) “two platforms” refer to the construction of cross-border e-commerce online public service platform and offline Industrial Park platform; The “six systems” of cross-border e-commerce development refer to the establishment of cross-border e-commerce information sharing, financial services, smart logistics, credit guarantee, statistical monitoring and risk prevention systems.

based on these two foundations, the eight cross-border e-commerce comprehensive test zones highlight the local industrial characteristics and propose a development model adapted to local conditions

For example, Heyuan City focuses on the “five major industries” such as 100 billion level electronic information industry, 10 billion level aquaculture industry, 10 billion level advanced material industry, ecotourism and modern efficient agriculture, and explores and cultivates a number of cross-border e-commerce business to business (B2B) platforms; Shanwei plans to build a global cross-border import and export industrial cluster of jewelry; Yangjiang will build a world knife and scissors cross-border e-commerce cluster; Qingyuan explores the construction of a pilot zone for cross-border e-commerce of emergency materials (drugs).

Feng ran, a professor at the Business School of Guangdong University of foreign studies, believes that Guangdong expects to further promote and stimulate the economic development of more regions by using the new business forms of trade, which is the expansion and extension of a series of pilot policies of cross-border e-commerce, further expanding the cross-border e-commerce from the initial retail, wholesale and other sales fields to the primary, secondary and tertiary industries, and promoting the joint development of industries.

“Each city can find a fist industry to develop according to its own industrial characteristics. The pilot of the comprehensive pilot zone of cross-border e-commerce in the province will help each region find the meeting point between regional economic development and cross-border e-commerce, and further promote local economic development.” Feng ran said.

The experts interviewed said that Guangdong has achieved full coverage of the cross-border e-commerce comprehensive test area, but there are uneven development levels of cross-border e-commerce in various regions. Therefore, cross-border e-commerce needs to sink to the third and fourth tier cities, and can also be combined with Rural Revitalization to form a new development space.

“For the eight newly selected cross-border e-commerce pilot zones in Guangdong, it is more important to make good use of this platform to drive cross-border e-commerce exports and take the opportunity to expand international market space.” Bai Ming, deputy director and researcher of the International Market Research Institute of the Research Institute of the Ministry of Commerce, said.

Guangdong’s advantage lies in its emphasis on product innovation and manufacturing in combination with the development of industrial belts. Therefore, in the development of cross-border e-commerce comprehensive pilot zone, manufacturing industry has become an important policy force point. Cross border e-commerce is the mode innovation, business mode innovation and digital innovation of foreign trade. Its important feature is to sell products to overseas final consumers through network channels.

“Behind such measures, on the one hand, enterprises can capture market information, on the other hand, they can first obtain consumer orders and pre sell customized products. This has brought about a change in business concept, from B2C to C2B, and put forward requirements for customized production, flexible manufacturing and so on.” Wang Jian said.

build an ecosystem of cross-border e-commerce whole industry chain

The notice proposes that all cities form a “closed-loop” ecosystem of the whole industrial chain, including manufacturing, trading, goods collection, payment, logistics, settlement and foreign exchange settlement.

Eight cities in Guangdong have proposed to expand the main body of cross-border e-commerce market and promote the transformation of foreign trade enterprises. For example, Yangjiang proposed to speed up the cultivation of subjects, promote the transformation and upgrading of cross-border e-commerce applied by domestic trade brand enterprises, traditional foreign trade enterprises, manufacturing and e-commerce enterprises, and guide traditional manufacturing enterprises to carry out the separation of industry and trade.

“Separation of industry and trade” emphasizes market-oriented division of labor, which is conducive to improving efficiency. Wang Jian believes that this is conducive for manufacturing enterprises to focus on product innovation and manufacturing. Trade service enterprises pay attention to service innovation around trade processes, including data information services, compliance services and financial services. They extend the original trade links forward and backward, and there is a lot of room for development in the field of service innovation.

cross border e-commerce development has entered the ecological stage, which is not limited to the commodity trading process, but involves more innovation of services, models and platforms. In this ecosystem, all market subjects participate and depend on each other for example, cross-border e-commerce platforms need to cooperate with designers, physical stores, supply chains and manufacturers, and cross-border e-commerce needs to be treated as an overall ecosystem.

“However, cross-border e-commerce is a semi open and constantly changing industrial ecology. Guangdong has updated its concept from the top-level design this time, and proposed the positioning of the ecosystem, so as to make market players rely on each other and cooperate to improve competitiveness.” Wang Jian said.

For the newly selected cross-border e-commerce comprehensive pilot zone, the establishment of the ecosystem still needs time, and it needs to check and remedy deficiencies and upgrade from every link of the industry.

Taking the logistics link as an example, the establishment of a smart logistics system needs to start from the foundation, including the introduction of a number of large logistics enterprises, the cultivation of a number of local logistics enterprises, and the use of big data and other technologies to gradually build a logistics public information platform.

Wang Jian believes that the optimization process of logistics also needs constant trial and error and adjustment, and the corresponding logistics system should be established according to the characteristics of regional industries. For example, Qingyuan is exploring the construction of a pilot area for cross-border e-commerce of emergency materials (drugs), and the supporting logistics infrastructure such as constant temperature and humidity warehouses suitable for cross-border e-commerce import and export of drugs also needs to be gradually established.

Bai Ming also believes that the newly selected cross-border e-commerce comprehensive test area can rely on the existing logistics system to check deficiencies and fill gaps. It is not necessary to open large stalls. More importantly, it is to continue to promote the construction according to the local business development and realize the benign interaction between logistics facilities and business.

In addition, in terms of cross-border e-commerce imports, cities have also put forward targeted implementation measures.

Shaoguan proposed to build an outsourcing urban consumption center in Guangdong, Hunan, Jiangxi and the sea, promote the construction of Shaoguan bonded logistics center (type b), and carry out the import business of “bonded e-commerce 1210”; Heyuan will explore the construction of a cross-border e-commerce import and consumption center city; Shanwei will build a central city for the import and export of Guangdong and East China Sea products.

According to the interviewed experts, increasing cross-border e-commerce imports can meet the more diversified and personalized needs of consumers and further promote the prosperity and development of China’s consumer market.

“There has been a stable policy for cross-border e-commerce retail import. China is open to the import market. The participation of overseas products in market competition can further stimulate Chinese businesses to improve products, improve market efficiency and optimize the market.” Wang Jian said.
