Where is the massive waste of Shanghai “retired” shelter hospital? Strive to maximize the utilization of waste resources

On April 30, the first municipal shelter, Jiading Jiahe Xinyuan shelter hospital, was officially closed. Since March, more than 200 shelter hospitals have been put into use in Shanghai, providing more than 300000 beds. Are you also worried: when the shelter is “decommissioned” one after another, how can the massive waste left in the cabin disappear safely?

As the only systematic and full chain medical waste collection, transportation and disposal enterprise in Shanghai, Shanghai Environment Group Co.Ltd(601200) group under Shanghai Urban Investment said that it had made clear the disposal plan and would strive to maximize the utilization of waste materials through the formulation of technical standards, recycling, renewable resources utilization and end-of-the-line safe disposal. At present, three professional teams, including demolition waste and special domestic waste collection, transportation and treatment, medical waste collection, transportation and treatment, and technical support working group, have been established and put into operation.

This disposal plan is based on the “Wuhan model”. In addition to fully mastering the first-hand data of waste disposal in Wuhan’s opposite cabin in 2020, Shanghai Environment Group Co.Ltd(601200) group sent volunteers to collect on-site data in local shelter hospitals and isolation points to study the optimal solution of waste disposal suitable for Shanghai.

The first step of the scheme is to formulate technical standards. The technical standard for shelter demolition and waste collection, transportation and treatment tailored for the shelter hospital has been prepared. On the basis of the professional disinfection and sterilization, detection and safety assessment of the shelter hospital by the competent department, the technical standard for the classification, demolition, sorting, transportation and treatment of various wastes has been formulated to standardize the whole process management of wastes, so as to ensure the safe, orderly and timely utilization or treatment of wastes, And reduce carbon emissions during operation.

The second step is the classification, utilization and treatment of materials. After the cabin is closed, all kinds of materials can be reused and safely disposed of in three ways. In terms of recycling, facilities and equipment that ensure safety after disinfection and sterilization, including movable toilets, water heaters, beds, cabinets, tables, partitions, stainless steel sinks, shading sheds, etc., can be recycled by the material owners or donated to units in need. For example, after professional disinfection and sterilization and testing, the activity toilet can be used for large-scale activities, exhibitions and celebrations, and other occasions. The bed, cabinet and other furniture can continue to play its role as conventional materials or emergency reserve materials for medical institutions, government departments and other departments.

In terms of renewable resource utilization, construction waste such as bricks, concrete blocks, damaged furniture and color steel sectors can be used as renewable resources. Construction waste can be transported to Songjiang and Jiading construction waste resource utilization facilities under Shanghai Environment Group Co.Ltd(601200) for recycling. Through the process of “two-stage crushing + multi-stage screening + multi-stage sorting”, metals and wood are sorted and then reused. Bricks and concrete blocks are processed into coarse and fine aggregates with different particle sizes for the production of building materials Shanghai Environment Group Co.Ltd(601200) at present, the daily treatment capacity of the two facilities put into operation is 1800 tons and 1500 tons respectively, which can absorb the construction waste removed from the shelter in time.

In terms of safe end disposal. The articles with potential pollution risk identified by the medical and health department and disease control department, such as patient bedding and personal articles, shall be included in the medical waste collection and transportation system for safe disposal. Jiading, Laogang, Chongming and other three medical waste incineration and treatment facilities, with a total daily treatment capacity of 392 tons, mainly adopt the process of “incineration + waste heat utilization + quench + flue gas purification”, which can safely dispose of the medical waste in the whole area under the normal state of Shanghai.

In addition, other garbage remaining after overall demolition, sorting and transportation can be transported to each incineration plant as special domestic garbage for disposal. Although transportation here is the ultimate destination of these wastes, each ton of garbage burned can generate 450 degrees of “green electricity”, which can be used by 10 families in Shanghai for about a week.
