In recent years, all localities have earnestly implemented the spirit of the important instructions of Xi Jinping general secretary on the construction of sponge City, and taken various measures to promote the construction of sponge City, which plays an important role in alleviating urban waterlogging. However, some cities have some problems, such as inadequate understanding, biased understanding and unsystematic implementation of sponge city construction, which affect the effectiveness of sponge city construction. In order to implement the relevant requirements of the outline of the 14th five year plan, solidly promote the construction of sponge city and enhance the urban flood control and drainage capacity, the relevant requirements are hereby notified as follows:

I. deeply understand the construction concept of sponge City

(I) accurately grasp the connotation of sponge city construction. The construction of sponge city should take comprehensive measures to protect and utilize the ecological space of urban natural mountains, rivers and lakes, wetlands, cultivated land, forest land and grassland, give play to the absorption and slow-release effect of buildings, roads, green spaces and water systems on rainwater, improve the ability of urban water storage, seepage and water conservation, realize the natural accumulation, natural infiltration and natural purification of water, and promote the formation of an ecological, safe and sustainable urban water cycle system.

(II) clarify the main objectives of sponge city construction. The construction of sponge city is one of the important measures to alleviate urban waterlogging. It can effectively deal with the heavy rainfall within the return period of waterlogging prevention and control design, and make the city have good “elasticity” and “toughness” in adapting to climate change and resisting rainstorm disasters.

II. Clarify the implementation path

(III) highlight global planning. On the basis of fully mastering the evolution of urban water system, the construction of sponge city should focus on the river basin region, analyze the urban ecological background in an all-round way, build a good relationship between mountains and rivers, reserve space and roads for water, and realize the natural circulation of urban water. (VII) reasonably determine the planning objectives and indicators. The planning objectives and indicators shall be reasonably determined according to the characteristics of the city on the basis of finding out the current situation of drainage pipe network, river and lake water system, and clarify the rainwater storage space, runoff channel and facility layout. Avoid the simple superposition of special planning tasks such as drainage and waterlogging prevention, sewage treatment and garden green space, and prevent the construction planning of sponge city from being limited to the decomposition of indicators such as the proportion of permeable ground area and the total control rate of rainwater annual runoff.

(VIII) reasonably divide drainage zones. The construction of sponge city should consider the factors such as urban natural landform, distribution of river and lake water systems, vertical elevation and layout of drainage facilities, reasonably divide the drainage zoning, comply with the relationship between natural texture, terrain and water system, “high water and high drainage, low water and low drainage”, avoid dividing the areas with high terrain and easy drainage and low-lying areas into the same drainage zoning, and prevent taking the urban planning control unit and administrative zoning boundary as the drainage zoning boundary.

(9) seeking truth from facts and determining the technical route. The specific measures for the construction of sponge city should conform to the current situation and planning objectives of the city. Technical routes shall be compared and selected, and the effects of various measures shall be demonstrated to avoid listing stacking projects. Without analysis and demonstration, the same technical measures and design parameters shall not be adopted in different construction projects.

IV. carry out project design according to local conditions

(x) strengthen multi-disciplinary coordination. The construction of sponge city should strengthen the integrated design of drainage, landscaping, architecture, roads and other disciplines and the coordination level of the whole process, give priority to the use of natural forces for drainage, ensure economy and applicability, and realize the coordination of landscape effect with the surrounding environment. Avoid considering problems only from the perspective of a single discipline, and can not be “patched” by the drainage engineering discipline after the design schemes of architecture, road and garden are determined.

(XI) focus on multi-objective integration. Under the premise of overall planning of rainwater and green space design, the function of the road shall meet the requirements of the city. While absorbing its own runoff, the green space shall comprehensively consider the surrounding rainwater absorption, reasonably determine the absorption methods and measures, and avoid simple sinking. Rainwater control and utilization measures shall be taken for buildings and communities to ensure that there is no water inflow at the bottom of the building in case of rainfall in the return period of waterlogging control design, and effectively control the peak flow of rainwater discharged from buildings and communities. The road shall absorb and discharge the rainwater within the road range without ponding points. More consideration should be given to rainwater collection and utilization in water deficient areas, and the scale of water storage module and reservoir should match the rainwater utilization capacity.

(XII) life cycle optimization design.

The design of sponge city construction project must be simple and applicable to reduce the difficulty and cost of operation and maintenance in the whole life cycle. The aging design should be strengthened to avoid new potential safety hazards. In areas with collapsible loess or other potential geological hazards, ground collapse and other factors should be considered in the construction of infiltration sponge city facilities.

V. strict project construction, operation and maintenance management

(XIII) strengthen construction control. The investment scale of sponge city construction should be determined in a practical and realistic manner, and the investment in construction, roads, environmental improvement and other main projects should not be included in the construction investment of sponge city. In the design link, the engineering design related to sponge city construction shall be included in the scheme design review, and the construction drawing design documents shall be reviewed in accordance with relevant mandatory standards. In the links of construction permit and completion acceptance, the mandatory standards related to sponge city construction should be taken as the key review and supervision content.

(XIV) strengthen construction management. Sponge city construction project shall be constructed in strict accordance with the drawings, implement the vertical requirements of the site, ensure continuous and smooth rainwater collection and catchment, and control water and soil loss. Strengthen the quality inspection and recording of concealed works such as underground pipe network and regulation and storage facilities.

(XV) good operation and maintenance. Clarify the main body responsible for the operation and maintenance of relevant facilities in sponge City, implement funds, do a good job in daily operation and maintenance, and ensure the normal function of relevant facilities; Avoid situations such as no responsible subject and no fund guarantee. After the completion of relevant facilities, they shall not be demolished or altered without authorization, or illegally occupied or damaged.

Vi. establish and improve the long-term mechanism

(XVI) implement the main responsibility. In accordance with the requirements of the guiding opinions of the general office of the State Council on promoting the construction of sponge city (GBF [2015] No. 75), further consolidate the main responsibility of the Municipal People’s government for the construction of sponge City, establish a working mechanism of government overall planning, multi-disciplinary integration and division of labor and coordination of various departments, form a working force, enhance the integrity and systematicness of the construction of sponge City, and avoid simply handing over the construction of sponge city to a single department.

(XVII) strengthen planning control. Implement the concept of sponge city construction into the whole process of urban planning and construction management. The objectives, indicators and major facility layout of sponge city construction should be included in the relevant planning and approval links. The construction requirements of sponge city should be strictly implemented for new and expansion projects. For projects that fail to change and submit for approval according to the regulations, the planning indicators shall not be reduced without authorization; Reconstruction projects should fully consider the construction requirements of sponge city.

(XVIII) scientific evaluation. Establish and improve the performance evaluation mechanism of sponge city construction, check the problems existing in the work item by item, and highlight the objectives of urban waterlogging mitigation degree, people’s satisfaction and benefit degree, fund use efficiency and so on; Avoid taking the number of projects and investment scale as work results.

(XIX) increase publicity and guidance. Strengthen the construction management of sponge city and the training of technicians to ensure that the construction of sponge city is “not out of shape”; Actively explore the popular forms of publicity, strive for the public’s understanding, support and cooperation in the construction and transformation of sponge City, avoid the “omnipotent theory of sponge city” and “useless theory of sponge city”, and prohibit false publicity or exaggerated publicity.

(20) encourage public participation. Fully listen to public opinions in the construction of sponge city and meet the reasonable needs of the masses. It should be fully combined with the transformation of old urban communities, the joint creation of a better environment and a happy life, and guide the public to participate in scheme design and construction supervision, so as to realize co construction, CO governance and sharing.
