In order to further strengthen the management of living materials guaranteed by the Shanghai municipal government, all districts should earnestly fulfill their territorial management responsibilities and keep the bottom line of food safety with the "four strictest" requirements. The relevant matters are hereby notified as follows:
I. The commercial departments of all districts shall carry out upgrading management on the guarantee and supply gift bags of living materials, strengthen the qualification examination of suppliers, and check the varieties of guarantee and supply gift bags.
II. The market supervision departments of all districts shall strengthen the supervision and inspection of guaranteed supply gift packages notified by relevant departments, and be responsible for sampling inspection of guaranteed supply gift package quality and food safety. If it is found that it does not meet the requirements, it shall be immediately notified to the commerce department and shall not be distributed to the public.
III. The organizer of guaranteed supply gift bag distribution shall bear the responsibility of food safety management and strengthen the connection with the food safety supervision department. Problems involving food production and operation enterprises shall be reported to the market supervision department under the jurisdiction, and problems involving Shanghai Shenzhen Agricultural Products Group Co.Ltd(000061) species breeding base shall be reported to the agricultural department. Distribution organizers shall urge food producers and operators to strengthen food safety management in the process of food procurement, transportation, storage and distribution.
IV. districts, towns and units receiving donated living materials shall strengthen the management of transportation, sub packaging, distribution and other links of donated living materials to ensure the quality and safety of donated living materials. The market supervision departments of all districts shall carry out food quality and safety supervision on the donated living materials notified in the information, and those found to be unqualified shall be properly disposed of.
V. the market supervision departments of all districts should fully integrate the forces of all parties, implement the food safety management to the "community door", "unit door", "building door" and "site door", strictly and quickly investigate and deal with the illegal acts related to food safety, price fraud, market monopoly and other related illegal acts, and make them known to the public. We should strengthen the connection with the execution of public security organs, and effectively strengthen the crackdown on epidemic related illegal and criminal acts. The 12315 complaint hotline should be unblocked to improve the handling efficiency of complaints and reports.
Vi. all districts, streets and towns should unblock the guarantee service hotline and actively accept the public's supervision over the distribution of guarantee gift bags and donated living materials. The public opinion involved should be investigated at the first time, the problems found should be dealt with seriously according to law, and the public concerns should be responded to in a timely manner.
VII. The municipal departments of Commerce, market supervision, agriculture and rural areas should strengthen the guidance on the management of living materials guaranteed by the government to ensure that the good things guaranteed by the government are done well and practically.
