During the 14th Five Year Plan period, the Ministry of finance, the Ministry of housing and urban rural development and the Ministry of water resources organized and carried out systematic and comprehensive demonstration work to promote the construction of sponge city. In 2022, the second batch of competitive selection for sponge city construction demonstration will be organized.
Demonstration cities should make full use of the experience and achievements of the national sponge city pilot work, formulate a work plan for the construction of sponge cities in the whole region, focus on solving the problems of urban flood control and drainage, establish a long-term mechanism suitable for the systematic promotion of the construction of sponge cities in the whole region, make unified use of central and local funds, and improve laws and regulations, planning standards, investment and financing mechanisms and relevant supporting policies, Build a sponge city in a systematic way. Through three years of centralized construction, the flood control and drainage capacity of the demonstration city will be significantly improved, and the concept of sponge city will be fully and effectively implemented, so as to create conditions for building a livable, green, resilient, intelligent and humanistic city, and promote the construction of sponge cities in China to a new level.
Each province (including districts and corps, the same below) can recommend one city to participate in the evaluation. The province where the first batch of sponge city construction demonstration cities in the 14th five year plan in 2021 are located can recommend one more city to participate in the evaluation. The declared city shall have a certain scale, in which the urban population of prefecture level and above cities shall not be less than 500000, and the urban population of county-level cities shall not be less than 200000. The declared City financial resources shall meet the needs of investment in the construction of sponge City, and shall not form new government implicit debts due to the construction of sponge city.
The demonstration cities are determined through competitive selection. The total number of demonstration cities for the construction of the second batch of sponge cities is 25, which is determined by comprehensively considering the factors such as urban work foundation, maturity of work plan and regional balance, and is appropriately inclined to the central and western regions.
The central government will give fixed subsidies to demonstration cities according to regions. Among them, cities at prefecture level and above: the total subsidy for each city in the eastern region is 900million yuan, the total subsidy for each city in the central region is 1billion yuan, and the total subsidy for each city in the western region is 1.1 billion yuan; County level cities: the total subsidy for each city in the eastern region is 700 million yuan, the total subsidy for each city in the central region is 800 million yuan, and the total subsidy for each city in the western region is 900 million yuan. The demonstration city makes overall use of central and local funds to systematically promote the construction of sponge city in the whole region.
