Who is China's top 100 innovation areas: Guangdong accounts for half of the top 10, and Nanshan, Shenzhen, won the first place in a row

Who is stronger in the Yangtze River Delta and the Pearl River Delta?

Where is China's innovation and development strong?

Recently, CCID Consulting Urban Economic Research Center, a subsidiary of the Ministry of industry and information technology, released the "list of CCID's top 100 innovation areas in 2022". Among the 906 prefecture level municipal districts across the country (excluding municipalities directly under the central government and Hong Kong, Macao and Taiwan), Nanshan District of Shenzhen once again stood out and ranked first in the list. Baoan District of Shenzhen, Tianhe District of Guangzhou, Yuhang District of Hangzhou and Huangpu District of Guangzhou ranked second to fifth respectively.

According to the provinces, Guangdong has the most eye-catching performance in the index evaluation of strong innovation zones. Among the top ten, Guangdong accounts for half, and Zhejiang, Jiangsu, Hubei and Shaanxi each account for one seat.

who is stronger in Yangtze River Delta and Pearl River Delta

Through the list, the spatial pattern of national urban innovation is clearly visible.

Among the top 100 innovation zones announced this time, the regional differentiation is obvious, among which the advantages of the eastern region are more prominent, accounting for 60 seats, more than "half of the country".

The central and western provinces also have highlights, with the western and central regions accounting for 19 and 17 seats respectively. Among them, Hongshan District of Wuhan, Jinshui District of Zhengzhou and Yanta District of Xi'an all ranked among the top 10 on the list. Northeast China also took four seats.

There is a strong consistency between urban innovation ecology and the level of regional economic development. As the two most stable urban agglomerations in China, the Yangtze River Delta and the Pearl River Delta represent the highest level of China's economic development. With strong innovation strength, they can be called "top students" in national innovation.

So, how do these two "top students" perform?

From the perspective of echelon distribution, there are obvious differences among provinces (regions). The top 100 districts are distributed in 19 provinces (districts), among which Guangdong, Jiangsu and Zhejiang provinces from the two major urban agglomerations ranked among the top three with 19 seats, 17 seats and 13 seats respectively, while Anhui also has three urban areas on the list.

In other words, the total number of Pearl River Delta economic circle and Yangtze River Delta economic circle on the list reached 52, accounting for half of the list.

It is worth noting that among the top 50 seats, the Pearl River Delta and Yangtze River Delta account for 17 seats respectively, including 17 in Guangdong, 6 in Zhejiang, 9 in Jiangsu and 1 in Anhui. In terms of innovation strength, the Pearl River Delta ranks higher - among the top five, Guangdong holds four seats, and Shenzhen and Guangzhou hold two seats respectively.

Nanshan District of Shenzhen, as a strong science and technology zone, is the innovation engine of Shenzhen and even the Pearl River Delta.

In 2021, the area will realize gdp7630 5.9 billion yuan, a year-on-year increase of 9.1%; The number of national high-tech enterprises exceeded 4300, the R & D investment of the whole society accounted for 28.6% of the whole city, and the number of new PCT international patent applications accounted for nearly 1 / 10 of the whole country; So far, the total number of listed enterprises has reached 189. In addition, the district also focuses on the whole process innovation ecological chain of "basic research + technological breakthrough + industrialization of achievements + science and Technology Finance + talent support" to promote financial in-depth service and scientific and technological innovation.

Tianhe District of Guangzhou, which ranks third, has also made brilliant achievements. In 2021, the GDP of Tianhe District reached 601.22 billion yuan, becoming the only urban area in Guangzhou with a total amount of more than 600 billion yuan, accounting for 21.3% of the city.

This year, Tianhe District upgraded to build an innovative service platform of "one competition, one section and one base", adding 34000 new science and technology enterprises, accounting for 38.2% of the city; The total number of high-tech enterprises reached 2995, accounting for 26% of the city. At the same time, 4 national incubators were added, ranking first in all districts (counties) in China; The number of patents authorized in the region reached 29000, ranking first in the city for 19 consecutive years; Ten achievements were selected into the national science and technology award, accounting for 45.5% of the city.

top 100 districts have their own industrial characteristics

For a long time, urban areas have played an important role in China's innovation driven strategy.

According to the selection criteria of CCID's top 100 innovation zones, it is necessary to systematically evaluate the urban innovation elements such as innovation environment, service, main body and effectiveness. From the aspects of "innovation ecology, innovation power, innovation main body and innovation achievements", according to the 16 perspectives of regional GDP, R & D investment intensity and the number of national high-tech enterprises, A comprehensive analysis was conducted on the innovation level in key areas such as scientific and technological innovation, industrial technological innovation and reform and innovation in 906 prefecture level cities and municipal districts across the country (except municipalities directly under the central government, Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan Province).

According to the evaluation results, in 2021, the average growth rate of the regional GDP of the top 100 innovation zones reached 8.4%, gathering 97000 national high-tech enterprises and 839 "little giant" enterprises specializing in special innovation, which played an important role in leading the construction of a "tropical rain forest" comprehensive innovation ecology and exploring breakthrough innovation practices.

Innovative urban areas are not built overnight. The advantages and disadvantages of each district have both similarities and differences, and most innovation advantages have strong industrial characteristics.

Bao'an District of Shenzhen, which ranks second on the list, has achieved a "leap forward" rise, and its ranking has jumped from eighth last year to second this year. This is also closely related to the continuous consolidation of industrial foundation, acceleration of industrial transformation and upgrading and in-depth implementation of innovation driven strategy in the region in recent years.

According to the statistics on the official website of Shenzhen Bao'an District government, the total number of Bao'an Guogao enterprises is expected to exceed 6500, which is expected to be the first in districts and counties of Guangdong Province for five consecutive years; 6933 technology-based small and medium-sized enterprises have passed the preliminary review, ranking first in Shenzhen for three consecutive years.

Since last year, Baoan has added 73 provincial scientific and technological innovation platforms and 6 municipal scientific and technological innovation platforms, with a total of 480, including 5 national, 239 provincial and 74 municipal. In addition, Baoan has 9 academician workstations and 14 Industrial Technology Innovation Alliances.

Jiangning District of Nanjing, which is also an innovation highland and ranks sixth in the list, is good at science and education. It focuses on the integration of schools and places, gathers high-end resources, and jointly builds an innovation and entrepreneurship base of the National University Science and technology park with Nanjing University, so as to promote the smooth flow of resources and technical service sharing between schools, enterprises and places, and strengthen the empowerment of schools and places.

Hongshan District, Wuhan, which ranks seventh, is building an optical valley science and innovation corridor with East Lake Science City as the core. The goal is to build a collaborative innovation leading area in Hubei. At present, more than 40 industrial technology research institutes and joint innovation centers of enterprises and schools have been planned, forming a development pattern characterized by optoelectronic information, life health and intelligent manufacturing as pillar industries, as well as new display and other emerging industries, A number of new business formats have emerged, such as artificial intelligence and intelligent networked vehicles.

Experts from CCID Consulting Urban Economic Research Center said that as a gathering area of urban innovation resources, the urban area should adhere to the "four aspects", actively seize the "0th kilometer" of cutting-edge science and advanced technology, break through weak links with source innovation, create a new competitive point of urban economy and cultivate new competitiveness of the city. At the same time, we should gather service resources, enliven the "tropical rain forest" innovation ecology, strengthen classified guidance, improve the introduction and training system of innovation subjects with clear gradient, orderly division of labor, do a good job of service support at the same time, and stimulate the vitality of talent innovation and Entrepreneurship.
