The plan shows that the Beibu Gulf Urban Agglomeration spans Guangxi, Guangdong and Hainan provinces and regions, is backed by the southwest, adjacent to Guangdong, Hong Kong and Macao, and faces southeast Asia. It is an important hub of the maritime Silk Road and has a unique position in the strategic pattern of western development and the overall situation of national opening to the outside world.
