At the same time, the new catalogue stipulates that for the purpose of centralized procurement of products in the catalogue with multiple frequency and small amount, the procurement method of Framework Agreement shall be adopted. Among them, the new catalogue defines the quota standard for the procurement of relevant projects under the framework agreement, that is, for goods projects and service projects other than property management services in the whole province, those less than 500000 yuan shall be purchased under the framework agreement; The property management service projects below 1 million yuan in the province shall be purchased in the form of framework agreement.
The new catalogue will also raise the limit standard for secondary bidding for goods and services purchased under the framework agreement from 100000 yuan to 200000 yuan. It stipulates that projects with goods and services up to 200000 yuan shall conduct secondary competition in accordance with the rules and methods determined in the framework agreement, and those that have been included in Shanxi provincial government procurement e-stores can conduct competitive procurement in electronic form.
According to the new catalogue, the service items in the catalogue shall be purchased through regional or provincial linkage framework agreement. Among them, Internet access services, vehicle repair and maintenance services, vehicle refueling services, conference services, printing services, property management services and cloud computing services are purchased through regional linkage framework agreements, and motor vehicle insurance services are purchased through provincial linkage framework agreements. In this regard, the new catalogue points out that framework agreement projects with consistent demand standards and similar service areas can actively adopt the form of joint procurement to determine the agreement price, reduce repeated procurement and improve procurement concentration. The new catalogue also stipulates that government procurement projects involving national security or public services shall be determined by the "provincial and municipal" competent budget departments, and the county-level competent budget departments will no longer confirm them; At the same time, the new catalogue also includes the "class B large medical equipment project of public hospitals" into the scope of government procurement projects involving public services. The new catalogue emphasizes that all procurement units should follow the principle of "who purchases, who performs due diligence and who is responsible", focusing on the formulation of procurement needs, the performance of procurement contracts and the evaluation of procurement performance, and implement the main responsibilities; We should improve the government procurement demand management system and strengthen the management of procurement demand and procurement implementation plan, such as contract conclusion, performance acceptance and payment; The disclosure of government procurement intention shall be made within 60 days after the approval (confirmation) of the department budget, and updated quarterly. The new catalogue also further refines the relevant requirements of government procurement projects. Government procurement of projects and goods and services related to project construction shall implement government procurement regulations such as compiling procurement budget, disclosing procurement intention, compiling and reporting procurement demand and procurement implementation plan, implementing procurement policy function, and publicizing procurement contract, performance acceptance, fund payment and performance evaluation, and shall be included in the scope of government procurement statistics.
