Natural rubber is an indispensable strategic resource related to the national economy and the people’s livelihood and economic development. It is one of the four basic industrial raw materials together with coal, steel and oil. It is also the only renewable resource. Because of its excellent elasticity, insulation, waterproof, plasticity, fatigue resistance and aging resistance, it is widely used in national defense, transportation, medical and health care, construction and other fields. As an important international futures variety, natural rubber has a strong sensitivity to international politics and is vulnerable to the import and export policies of governments, international emergencies and wars. Once it leads to import difficulties, it is likely to paralyze China’s rubber products industry and affect the national economic security.
China is the world’s largest consumer of natural rubber, with a consumption of 5.949 million tons in 2021, accounting for 42.3% of the total global consumption in that year. The planting area is 16.896 million mu. Due to the constraints of planting conditions, the rubber planting areas in China are mainly in Hainan, Xishuangbanna in Yunnan and some areas in Guangdong. In recent years, the supply of natural rubber has been hovering around 800000 tons, which has been adversely affected by the long-term situation of rubber supply in China. In order to meet China’s growing demand, the import volume of natural rubber continues to rise.
