Environmental protection engineering and service industry: clarify the important strategic position of hydrogen energy, and focus on strengthening hydrogen production from renewable energy and key core technologies

Event: on March 23, 2022, the national development and Reform Commission and the National Energy Administration jointly issued the medium and long term plan for the development of hydrogen energy industry (20212035).

The medium and long-term planning of hydrogen energy industry will be launched to clarify the important strategic position of hydrogen energy in the national energy system. The plan proposes that giving full play to the role of hydrogen energy as an important carrier for large-scale and efficient utilization of renewable energy and the advantages of large-scale and long-term energy storage will be an important part of the national energy system in the future. 1) Development status: China’s annual hydrogen production is about 33 million tons, of which about 12 million tons meet the industrial standard. There are more than 300 Industrial Enterprises above the scale of the whole industrial chain, which are concentrated in the Yangtze River Delta, Guangdong, Hong Kong and Macao Bay area, Beijing, Tianjin and Hebei. 2) Phase III objectives: ① by 2025: initially establish a hydrogen energy supply system focusing on the nearby utilization of industrial by-product hydrogen and renewable energy hydrogen production. Hydrogen production: develop industrial by-product hydrogen according to local conditions and focus on hydrogen production from renewable energy for a long time. Choose the technical route of hydrogen production according to local conditions. 1) in coking, chlor alkali, propane dehydrogenation and other industrial agglomeration areas, give priority to the use of industrial by-product hydrogen, encourage nearby consumption, and reduce the supply cost of industrial by-product hydrogen. 2) In areas rich in wind, solar and hydropower resources, carry out hydrogen production demonstration from renewable energy, gradually expand the demonstration scale, and explore seasonal energy storage and power grid peak shaving. 3) Promote the research and development of technologies such as hydrogen production by solid oxide electrolytic cell, hydrogen production by photolysis of water, hydrogen production by seawater and hydrogen production by nuclear energy at high temperature. In the short term, the industrial by-product hydrogen has an industrial foundation. Considering the cost of hydrogen production and carbon emission reduction, it is the most economical. In the long run, hydrogen production from renewable energy is an inevitable choice for green and low-carbon development. When the price of renewable energy power is lower than 0.15 yuan / kW, hydrogen production from renewable energy is economical.

Storage, transportation & filling: improve the efficiency of gaseous storage and transportation, accelerate cost reduction, adhere to the demand-oriented and orderly layout of hydrogenation stations, and support the reconstruction and expansion of oil and gas stations & integrated hydrogenation mode in stations. 1) Storage and transportation links, improve the efficiency of high-pressure gaseous storage and transportation, accelerate the reduction of storage and transportation costs, and effectively improve the commercialization level of high-pressure gaseous storage and transportation. Promote the industrial application of low-temperature liquid hydrogen storage and transportation, and explore the application of storage and transportation methods such as solid state, cryogenic high-pressure and organic liquid. Carry out pilot demonstration of hydrogen doped natural gas pipeline and pure hydrogen pipeline. 2) In the filling process, adhere to the demand orientation, make an overall layout for the construction of hydrogenation stations, orderly promote the construction of hydrogenation network system, support the reconstruction and expansion of existing refueling and gas stations, and explore a new mode of integrated hydrogenation in stations.

Application: focus on promoting the application of hydrogen fuel cell vehicles, with a target of 50000 vehicles in 2025. The plan requires orderly promotion of the demonstration application of hydrogen energy in the field of transportation and expansion of its application in energy storage, distributed power generation, industry and other fields. In the field of transportation, we will focus on promoting the application of medium and heavy vehicles with hydrogen fuel cells, orderly expand the market application space of passenger and cargo vehicles with new energy such as hydrogen fuel cells, and gradually establish a complementary development model of fuel cell electric vehicles and lithium battery pure electric vehicles. Explore the application of fuel cells in ships, aircraft and other fields. By 2021, the number of fuel cell vehicle bottoms will reach 8900, and the target number of fuel cell vehicle bottoms will be about 50000 in 2025. The total promotion target of hydrogen fuel vehicles in Beijing Tianjin Hebei, Shanghai, Guangdong and Hebei demonstration urban agglomerations will not be less than 28000 by 2025.
