The opinions encourages energy enterprises to give full play to their capital and technological advantages to build photovoltaic + modern agriculture. Agricultural enterprises and village collectives carry out large-scale planting of various cash crops under photovoltaic panels to improve the comprehensive utilization value of land. In forest and pastoral areas, reasonably arrange projects such as forest light complementarity and grazing light complementarity, and create integrated ecological composite projects such as power generation, forage, planting and breeding.
The Opinions also proposed to promote the utilization of biomass resources in rural areas. Guide enterprises to arrange biomass power generation projects in an orderly manner, and encourage enterprises to switch from simple power generation to cogeneration.

In order to accelerate the formation of a green and low-carbon production and life style, the Opinions also proposed to promote the electrification of rural production and life, support local governments to carry out new energy vehicles and household appliances to the countryside, promote the popularization of energy-saving and efficient household appliances, and reasonably determine the power supply configuration standards of villages and towns by power grid enterprises in economically developed areas to meet the requirements of farmers for the use of new household appliances.
In terms of heating, we will continue to implement clean substitution of rural heating, vigorously promote Cecep Solar Energy Co.Ltd(000591) and wind energy heating. In rural areas in key areas of air pollution prevention and control, the whole county will carry out centralized heating such as “scenery + heat storage electric boiler”, actively promote biomass energy clean heating and geothermal energy heating according to local conditions.
