Issuing consumption vouchers is only one of the means to promote consumption in Sanmenxia. According to Zhang Hua, Secretary of the party leading group and director of Sanmenxia Municipal Bureau of Commerce, in order to accelerate the recovery of the consumer market economy, Sanmenxia City has issued the implementation opinions on further expanding consumption and the notice plan for the special action to promote consumption of “Juhui summer and hot Central Plains”, launching a series of consumption promotion activities to boost market confidence, It has played a great role in promoting the high-quality economic development and ensuring the steady and sustainable economic operation of Sanmenxia City.
It is reported that Sanmenxia City has issued 4 million yuan of consumption coupons in four phases from September 15 to October 24, 2021. Relying on the “cloud flash payment” app, the distribution and verification of consumer vouchers are carried out. Consumer vouchers cover clothing, food, housing and transportation services such as supermarkets, department stores, catering, household appliances, medicine, tourism and refueling. Up to now, the write off rate is as high as 93%, which directly drives the consumption of 17.2907 million yuan, and the leverage ratio is 4.55 times. In September, October and November 2021, the total retail sales of social consumer goods in Sanmenxia increased by 3.4%, 4.2% and 5.7% respectively year-on-year, 0.7%, 2% and 5% higher than the provincial average level respectively.
Automobile consumption is an important play to stimulate domestic demand. From November 1 to December 31, 2021, Sanmenxia City launched the activity of “Juhui car purchase season”. In the first month of the activity, the passenger car sales of enterprises limited to the city reached 400.95 million yuan, and the vehicle purchase tax increased by 10.1% year-on-year. It is the only positive growth area among the 18 provincial cities (demonstration areas) in the province, 40.2 percentage points higher than that in the province.

According to Lu Xiaofeng, President of Sanmenxia Hubin Automobile Industry Chamber of Commerce, in addition to the “real gold and silver” of the government, the automobile chamber of Commerce and some automobile sales enterprises also made a profit of 2000 ~ 4000 yuan per vehicle model during the event, with superimposed discounts for citizens to call “earn”.
“Since the implementation of the action to promote consumption, Sanmenxia’s consumer market has changed from depression to ‘V’ type, with rapid results and characteristics, and the consumption potential of counties and townships has been tapped.” Zhang Hua said that this is inseparable from the leading role of the government in promoting consumption and the linkage force formed by multiple departments.
It is reported that the Sanmenxia municipal Party committee and the Sanmenxia municipal government attach great importance to promoting consumption, seize the key time point, make careful planning, and distribute subsidy funds directly to people, so as to effectively mobilize consumption enthusiasm, so that consumption vouchers can really play a leverage role in starting and promoting consumption. Sanmenxia Municipal Bureau of Commerce, as the leading department, has held meetings for many times to innovate and design the use methods and directions of consumption vouchers; The Municipal Finance Bureau has overcome multiple difficulties and strengthened the policy fund guarantee. On this basis, Sanmenxia City Guides financial institutions and trading platforms to actively participate in cooperation, and encourages the city’s commercial circulation enterprises to come up with “real gold and silver” supporting consumption promotion activities of the municipal government. In addition, on December 16, 2021, Sanmenxia Municipal Bureau of Commerce and China UnionPay Henan Branch signed a memorandum of cooperation. The two sides will give full play to the leading role of resources, integrate industry resources, support the development of new consumption, and strive to promote the whole digital construction of Sanmenxia.
