The full text of the plan focuses on five aspects: promoting the high-end industrial supply, promoting the rationalization of industrial structure, accelerating the greening of industrial development, accelerating the digitization of industrial transformation and ensuring the safety of industrial system, and puts forward the overall development direction and 15-year long-term goal in the next five years.

Event 2: on November 27, 2021, SASAC issued the guiding opinions on promoting the high-quality development of central enterprises and doing a good job in carbon peak and carbon neutralization (hereinafter referred to as the opinions), which put forward the goals of central enterprises in 2025, 2030 and 2060 under the background of double carbon goals, and from promoting green and low-carbon transformation and development, establishing a green and low-carbon circular industry system We will make specific arrangements to build a clean, low-carbon, safe and efficient energy system, strengthen the scientific and technological breakthrough and innovative application of green and low-carbon technologies, establish and improve the carbon emission management mechanism, and practically strengthen the organization and implementation.

The “14th five year plan” for the development of raw material industry is the first overall development plan for China’s raw material industry. It pays more attention to promoting the coupling and symbiotic development among industries, and is in line with the “double carbon” development goal. Compared with the petroleum and chemical industry development plan (2016-2020) during the 13th Five Year Plan period, the plan is more detailed in terms of talent incentive, key technologies and materials, industrial structure adjustment and “double carbon” layout, focusing on the development and application of low-carbon technologies and the introduction and training of relevant talents. Green and low-carbon development is one of the five major goals. The plan proposes to comprehensively implement carbon emission reduction actions, formulate carbon peak implementation plans for key industries such as petrochemical and chemical industry, accelerate the transformation and upgrading of energy-saving and low-carbon enterprises, and ensure that the peak will be achieved by 2030. At the same time, the state continues to strictly control the new production capacity of urea, ammonium phosphate, calcium carbide, caustic soda, yellow phosphorus and other industries, and the new projects shall be replaced with the same or reduced production capacity; The petrochemical industry planning and layout plan shall be implemented, and it is strictly prohibited to build new p-xylene and ethylene projects outside the plan.

The guiding opinions on promoting the high-quality development of central enterprises and doing a good job in carbon peak and carbon neutralization put forward higher goals for the dual carbon work of central enterprises in 2025. As an example, central enterprises have the same goals but higher goals. First, the opinions require that the comprehensive energy consumption of 10000 yuan output value of central enterprises in 2025 be 15% lower than that in 2020, 1.5 percentage points higher than the requirements of 13.5% in the opinions of the CPC Central Committee and the State Council on completely, accurately and comprehensively implementing the new development concept and doing a good job in carbon peak and carbon neutralization issued on September 22, 2021; Second, the opinions require that the installed capacity of renewable energy power generation by central enterprises should reach more than 50% and the revenue of strategic emerging industries should not be less than 30% by 2025, further refining the work objectives.

The development goal of carbon peak and carbon neutralization is clear, and the “1 + n” policy system is becoming more and more perfect. It is expected that more policy documents will be issued intensively in the future. The opinions of the CPC Central Committee and the State Council on completely, accurately and comprehensively implementing the new development concept and doing a good job in carbon peak and carbon neutralization, as “1”, plays a leading role in the “1 + n” policy system of carbon peak and carbon neutralization, and together with the carbon peak action plan before 2030, constitutes a top-level design through the two stages of carbon peak and carbon neutralization. “N” includes the implementation schemes of carbon peak in sub fields and industries such as energy, industry, transportation and urban and rural construction, as well as the guarantee schemes such as scientific and technological support, energy security, carbon sink capacity, fiscal and financial price policies, standard measurement system and supervision assessment.
