Recently, a decision on administrative punishment issued by the comprehensive administrative law enforcement bureau of Danzhou City, Hainan Province circulated on the Internet. The administrative punishment decision shows that the 39 buildings built on plot 2-14-1, No. 2 Island, Haihua Island, Danzhou City have been revoked due to the illegal planning license of the project, and the relevant developers are hereby ordered to dismantle them within 10 days. If the demolition is not carried out within the time limit, the law enforcement bureau will organize the demolition according to law.

Today (January 3), the person in charge of relevant departments of Danzhou municipal government confirmed the authenticity of the above decision on administrative punishment to the reporter of daily economic news. In an exclusive interview with the reporter, the person in charge said that the demolition of illegal buildings on Haihua Island 2 was carried out in accordance with the law. Whether the illegal buildings will be demolished within 10 days depends on the response of Evergrande. At present, it is difficult to judge.

The reporter learned that the 39 buildings to be demolished have sold 328 houses. According to the official statement, Evergrande has cancelled the house purchase agreement with all the owners in October 2020, and all of them have been transferred to the project owners for their own use.

When the reporter visited Haihua Island No. 2 today, he saw that from time to time, owners and tourists came to watch the demolition of 39 buildings in the storm. Some owners said with regret, “it’s almost finished. It’s a pity that they’ve all been demolished now.”

Whether to dismantle within 10 days of cannot be determined temporarily

For the decision on administrative punishment issued by Danzhou Comprehensive Administrative Law Enforcement Bureau on December 30, the general feeling outside is sudden. Because the previous rounds of rectification plans involving Haihua Island did not mention “demolition”.

On November 20, the website of Hainan Provincial People’s government released the rectification of Hainan province’s implementation of the central ecological and environmental protection supervisor, which showed that Danzhou City closed the online signature filing and registration system of 39 buildings on October 25, 2020, and Evergrande Haihua Island company has cancelled 328 house purchase agreements with all owners. Recover 39 residential buildings and turn them all into the project owner’s own use. All houses shall not be used for sales. Evergrande Haihua Island company has formulated a follow-up disposal plan for 39 buildings on Haihua island and determined to transform into four modes: hotel operation, office leasing, employee dormitory and talent apartment.

However, the reporter of the daily economic news learned from the website of Danzhou Municipal People’s government that on December 27 this year, it published the publicity on the completion of the rectification task of the third central ecological and environmental protection inspector and the publicity on the completion of the rectification task of the special rectification plan for implementing the spirit of the important instructions of the general secretary of Hainan Province on Hainan Ecological and environmental protection.

In fact, as early as May 10, 2020, Danzhou City issued a suspension order for 39 residential buildings on Haihua Island, resulting in the overall suspension of the project; And temporarily withheld 2 construction permits for 39 residential buildings in accordance with laws and regulations. On May 11, 2020, the pre-sale permit of 39 residential buildings was withdrawn, and the project was completely suspended; And revoked 5 pre-sale licenses of 39 residential buildings in accordance with the law and regulations.

The two publicized rectification measures mentioned that “on the basis of ordering the overall shutdown of 39 residential buildings, withdrawing the pre-sale license and revoking the registration form of environmental impact of construction projects for the record, put forward the proper disposal plan of 39 residential buildings. On December 10, 2021, the implementation plan for the disposal of 39 buildings on Haihua Island, Danzhou City was printed and distributed to dispose of 39 buildings on Haihua Island according to law and regulations.”

Today, the person in charge of relevant departments of Danzhou municipal government said in an exclusive interview with the reporter of daily economic news, “The demolition of illegal buildings on No. 2 island of Haihua island has been carried out in accordance with the law and regulations, and the decision on demolition within a time limit has indeed been issued. Whether the demolition of illegal buildings will be carried out within 10 days depends on the response of Evergrande. It is difficult to judge at present. If Evergrande applies for administrative reconsideration, it may still have a process to go for some time.”

With regard to the disposal measures for property buyers related to 39 houses, the above person in charge pointed out that “according to the information I have, almost all the property buyers who bought those illegal buildings have received refunds from the developers.”

However, the person in charge also stressed, “more specific information, such as whether all or most of the refunds have been received, the specific proportion is subject to the information of Danzhou housing and Urban Rural Development Bureau. However, according to the information I have, this aspect has been handled better.”

The aforementioned rectification publicity released by Danzhou City shows that after recovering the pre-sale certificate and shutdown, the developer has formulated the specific operation plan for the treatment of sold houses in plot 2-14-1 of Haihua Island project to recover 328 houses sold in 39 residential buildings by means of house replacement or return of house purchase sales funds. Danzhou municipal government issued the social risk stability maintenance work plan for the rectification project of 39 residential buildings in plot 2-14-1 of Haihua Island, and established a stability maintenance leading group to do a good job in the stability maintenance risk prevention and control of home buyers.

Hengda Haihua island is an artificial island, located in the bay area between PAIPU port and Yangpu Port in Danzhou City, Hainan Province. It starts from PAIPU town in the South and Baimajing town in the north. It is about 600m away from the coast and has a total span of about 6.8km.

Haihua island also held a new year celebration not long ago, and there are many tourists on the island. The daily economic news reporter saw on the island that most of these tourists are middle-aged and elderly people. Some of them have come to Haihua Island several times.

The reporter learned from people familiar with the matter that the development and sales of Island 2 are earlier than that of island 3. The positioning of real estate projects is basically just needed and investment apartments and houses, and the delivery is also the largest and earliest batch. Except for the uncompleted or undeveloped area north of plot 2-14-1, other houses on Island 2 have been delivered for many years.

Chen Hua, who has settled on Island 2 since 2017, told reporters that in her memory, the 39 houses were shut down from April to may 2020. After the shutdown, the 1.5km dirt road under construction also stopped, and now it has become a “dead end road”.

Chen Hua’s statement coincided with the time when 39 houses were ordered to stop work.

When the reporter visited, he found that many owners and tourists came to take videos and photos for the 39 buildings. One of the owners said, “they are almost finished. It’s a pity that they have been demolished now, and it will cost a lot of money.” One of his friends was also one of the owners of 39 buildings. At that time, the developer did give disposal options such as returning the purchase price and replacing the house supply. Although he was not completely satisfied with the disposal scheme, he finally received a refund.

Chen Hua has lived in Haihua island for more than 4 years, witnessed the rise and fall of Haihua island and watched the rise and fall of house prices. She bought an apartment at an average price of about 10000 yuan / square meter, and now the price began to decline, but she had a good attitude, “there were owners who bought at an average price of 20000 yuan before”.

But from her point of view, whether the 39 houses are demolished or not will not affect her life, nor will it affect Island 2. She has started a small business on Island 2 and is ready to provide for the elderly here. “There are many tourists coming on New Year’s day. Now there are many Northerners coming in winter, and the business is good. But after April, there will be fewer people here.”

Only in the evening, Chen Hua will feel a little lonely. She lives alone and her daughter works in other places. Although there are many owners and tourists on Haihua Island, compared with a large number of apartments and houses on Island 2, they are still dissatisfied with empty rooms. “The total occupancy rate is estimated to be only one tenth. There is no way. Although there are many people, there are too many houses.”

Zhang Qiuping, another buyer who bought a sea view house on No. 2 island of Haihua Island, told the daily economic news that buying a house on Haihua island is different from the outside. The price of each building on Haihua island is basically determined by the floor and landscape.

“Generally, the price of low floors is generally 10000-15000 yuan / m2. The price of floors that can see the sea will be higher, and the price is generally more than 16000 yuan / m2. The price of the best sea view room in Haihua island is generally more than 18000 yuan / m2.”

Zhang Qiuping said that although they are all in Haihua Island, the house price level is still very obvious. “Overall, Island 2 now has the highest occupancy rate among the islands of Haihua island.”
