74 institutions successfully renewed their licenses for the second time
In 2021, the payment business licenses of 90 institutions in the three batches expired, and finally only 74 institutions were renewed, 6 did not submit renewal applications, and 10 actively or passively suspended renewal review applications.
Among them, Alipay, Cai Fu Tong, UnionPay business, Lakala Payment Co.Ltd(300773) and so on, the first 27 third party payment companies all put forward the application for renewal to the central bank, of which 24 have been renewed, and 3 have submitted applications for suspension renewal.
The reason why the above three institutions Guangzhou UnionPay online payment Co., Ltd., Beijing Digital Wangfujing Group Co.Ltd(600859) Technology Co., Ltd. and Beijing UnionPay commerce Co., Ltd. submitted the application for suspension of renewal review is that they intend to carry out integration with their controlling shareholder UnionPay commerce Co., Ltd.
Among the first batch of licensed Payment institutions, two Payment institutions (Xunfu Information Technology Co., Ltd. and Shande payment network service development Co., Ltd.) that have received ten million level fines from the central bank in the past five years have shrunk in the scope of renewal.
In the renewal of the second batch of Payment institutions in August 2021, the payment business license of 10 of the 12 institutions was renewed, one applied to terminate the payment business, and one was suspended by the central bank.
Among them, China open Payment Service Co., Ltd. applied to terminate the payment business. Its original business coverage and business type was the issuance and acceptance of prepaid cards in Inner Mongolia Autonomous Region. Deshi Co., Ltd., which the central bank suspended the examination of its application for renewal of the payment business license, has repeatedly received fines issued by the Shanghai Branch of the central bank.
In the renewal of 51 payment business licenses in December 2021, the central bank only renewed 40, suspended the review of 6 Payment institutions, and 5 Payment institutions did not submit renewal applications. Subsequently, they will withdraw from the payment market in an orderly manner.
Among them, Hebei all-in-one card electronic payment service Co., Ltd., Xiamen Yitong card operation Co., Ltd., Shanghai convenience Jiangsu Lettall Electronic Co.Ltd(603629) commerce Co., Ltd., Jinjiang International Commerce Co., Ltd. and Shanghai shenchengtong commerce Co., Ltd. will withdraw from the payment service market in an orderly manner due to the failure to submit the application for renewal of the validity of the payment business license.
At the same time, the central bank decided to suspend the examination of the renewal application of the payment business license of Ningbo UnionPay commerce Co., Ltd., Shenzhen tengfutong Electronic Payment Technology Co., Ltd., yizhifu Technology (Beijing) Co., Ltd., Shanghai yinshengbao Electronic Payment Service Co., Ltd., Shenzhen UnionPay Financial Network Co., Ltd. and Shanghai shanglianxin Electronic Payment Service Co., Ltd. However, the central bank will resume the review after it is clear that the relevant situation will disappear.
In addition, Shanxi Jinhu Information Service Co., Ltd., Anhui wanken Business Investment Service Co., Ltd. and Shanghai Daqian Business Service Co., Ltd. voluntarily cancelled their licenses in February, April and July 2021. The business of Shanghai Daqian Business Service Co., Ltd. was undertaken by Ruixiang Business Service Co., Ltd.
4 ten million tickets
The biggest ticket in 2021 comes from the beginning of the year.
According to the publicity form of administrative punishment information released by Fuzhou Central Branch of the central bank on January 12, 2021, Fujian Guotong Xingyi Network Technology Co., Ltd. (hereinafter referred to as “Guotong Xingyi”) was given a warning for 12 violations, confiscated the illegal income of 261021356 yuan and fined 6710021356 yuan. At the same time, five then executives of Guotong Xingyi also received a ticket from the central bank.
Guotong Xingyi is a third-party payment institution wholly owned by Newland Digital Technology Co.Ltd(000997) (000997. SZ), which specializes in providing comprehensive payment services for bank card acquiring.
In addition, three ten million level tickets were received by CICC payment Co., Ltd., Shanghai Hanyin Information Technology Co., Ltd. and Zhonghui electronic payment Co., Ltd. in July, August and September 2021 respectively.
In July 2021, CICC payment was warned by the operation and Management Department of the central bank for 11 illegal acts. The illegal income of RMB 331526949 was confiscated and a fine of RMB 1195061677 was imposed, with a total fine of RMB 1526588626.
Hanyin technology was ordered by the Shanghai Branch of the central bank to make corrections within a time limit and fined 14.06 million yuan in August 2021. Specifically, Hanyin technology has four types of illegal acts, such as violating merchant management regulations, violating clearing management regulations, failing to perform customer identification obligations in accordance with regulations, and trading with unidentified customers.
In September 2021, Zhonghui payment was fined 13.99 million yuan by Tianjin Branch of the central bank for violating the laws and regulations related to bank card acquiring business.
In addition, in December 2021, Shande payment, whose business shrank during the renewal, was fined and confiscated by Shanghai Branch of the central bank for violating merchant management regulations, clearing management regulations, account management regulations and transactions with unidentified customers, totaling 8.89 million yuan.
