It is suggested that the development of application software should be promoted at the national level, We will coordinate the development of core components and key materials, strengthen industrial policy support, strengthen linkage development, solve the problems restricting industrial development, and ensure the safety of the supply chain of the petroleum and petrochemical industry chain.
Liu Baozeng introduced that at present, there are still weak links in the key technologies of petroleum and petrochemical software development, mainly in three aspects, which restrict the high-quality development of Petrochina Company Limited(601857) petrochemical industry and equipment manufacturing industry.
First, China’s high-end application software such as simulation and engineering design is difficult to meet the requirements. At present, more than 70% of large-scale application software in petroleum and petrochemical industry and equipment manufacturing industry depend on import, and many software can not buy copyright, but can only buy the right to use for a certain period of time and a certain number of users. Second, some core components and key materials used in domestic major equipment rely on imports for a long time. The main engine factory is mainly specialized in equipment design, assembly and testing. Some core components and key materials need to be imported, of which a high proportion is monopolized by a few foreign brands for a long time. Third, some key “small equipment” markets such as high-end instruments are basically occupied by foreign brands. The gap between the above weak links and foreign countries tends to widen further.
Liu Baozeng believes that the main reason for these problems is that the foreign software industry has established a complete ecosystem, and domestic application software can only be developed on the basis of foreign software ecology, and each fights its own way, failing to concentrate resources and forces; The demand of basic research is high, the input and output are out of proportion in a short period of time, and the effect is slow; Although some products are important, they are highly professional and the market scale is small. China’s relevant industries lack R & D enthusiasm.
In this regard, Liu Baozeng suggested that the first is to promote the development of application software as a whole. It is suggested that a full-time organization be established at the national level to coordinate resources and concentrate efforts to create a domestic software ecosystem and form a complete infrastructure. Comprehensively consider the compatibility with foreign software used at this stage, so as to lay the foundation for system integration and data migration.
Second, the overall implementation of the development of key materials for core components. It is suggested that the state organize cross industry, cross enterprise and cross professional research teams to coordinate the research of major technical equipment, expand the supply chain of the industrial chain, strengthen the research of some core components and key materials, and solve the problem of “core shortage” of domestic equipment.
Third, it is suggested that industry associations actively participate and play a role. It is suggested that relevant national industry associations benchmark the international advanced level, organize energy enterprises and relevant manufacturing industries to implement equipment upgrading, cooperate to promote product R & D and standard formulation, and promote the sustainable and healthy development of equipment manufacturing industry.
Fourth, strengthen industrial policy support. It is suggested to introduce supporting policies to encourage enterprises, scientific research institutions and colleges and universities to develop high-end application software based on domestic software architecture, and give financial subsidies to the R & D, production and application promotion of “small equipment”, so as to stimulate the vitality of all factors and promote the construction of a Petrochemical Power and an industrial power.
