How to promote the high-quality development of Wuhan shipping center? Niu Xinqiang put forward five suggestions: first, support the construction of hub port in central Wuhan; Second, support the building of a new standard fleet in the Yangtze River Basin; Third, support the construction of land and sea trade channels; Fourth, support the improvement of Wuhan port shore service function; Fifth, support the development of Wuhan Xingang airport comprehensive bonded zone.

The construction of Wuhan central hub port will effectively expand Hubei’s fulcrum function of participating in China’s great cycle and China’s international double cycle, profoundly change the logistics mode and transportation pattern of the Yangtze River Basin and the central and western regions, and promote the transformation of economic growth dynamics and upgrading of economic structure in Hubei, Wuhan and the middle and upper reaches of the Yangtze River.

Niu Xinqiang suggested that the national level should support the business integration of Wuhan with important upstream ports and downstream hub ports to form a new transportation mode with embedded transportation functions; On the other hand, we should promote important central enterprises to set up regional headquarters in Wuhan and promote the development of industries, trade, distribution and other core functions.

In view of supporting the building of a new standard fleet in the Yangtze River Basin, Niu Xinqiang proposed that the current quality and quantity of container transport ships in the Yangtze River and Hanjiang River can not meet the needs of high-quality shipping development, and there are problems such as excessive ship structure and insufficient applicability. The competent department of Yangtze River shipping should accelerate the construction of systematic and standardized fleet.

“To build a high-level shipping center in the middle reaches of the Yangtze River in Wuhan, we need to further improve the construction of a large land and sea trade channel in the central region with smooth internal and external connections.” Niu Xinqiang suggested supporting the construction of land and sea trade channels. Support Wuhan to implement the offshore trade channel project, rely on the 6-meter deep-water channel project of Wuhan anqing section, take the future anqing Wuhu channel standard as the consistency goal and reserved control project, extend the maritime channel from Nanjing to the Yangtze River Estuary, realize the unification of downstream channel standards, and build the deep-water channel from Wuhan to the Yangtze River Estuary.

At the same time, expand the scale of the main fleet of various types of offshore ships, and, in accordance with the principles of government guidance and market investment, strengthen the research and development of 20000 ton bulk carriers and 1000 TEU Container Ships Entering the sea from the river, so as to build a direct container fleet from the river to the sea; Expand the coverage of direct ocean flights and build trade channels from Wuhan to Russia, Wuhan to ASEAN and Southeast Asia; Promote the effective connection between Wuhan foreign trade direct flights and China Europe trains, expand the number of Wuhan China Europe trains, and establish an international transit multimodal transport center for land and sea trade.
