During the “14th five year plan” period, we will complete the investigation and regulation of sewage outlets in seven key river basins step by step, and establish a complete, scientific and efficient sewage outlet supervision and management system. The renovation of sewage outfall drives the renewal and construction of sewage collection system and the improvement of capacity.
Coordinate the comprehensive treatment of regional, river basin and water environment, and coordinate the treatment of sewage outlets. The identified ditches and other outlets entering the river and sea shall be comprehensively renovated in combination with the treatment of black and odorous water bodies, the elimination of inferior class V water bodies, the comprehensive treatment of rural environment and the comprehensive treatment of river basin (Bay) environment.
The cleaning of sewage outlets and their connection to the pipe network will help to improve the capacity of urban sewage collection pipe network. In principle, the domestic sewage outlets within the coverage of urban sewage collection pipe network shall be cleaned and merged, and the sewage shall be connected to the sewage collection pipe network in accordance with the law.
The adjustment of sewage outlets and sewage pipelines will drive the renewal and construction of sewage collection pipe network. For the sewage outlets and sewage pipelines with problems such as unreasonable layout, aging and damage of facilities, poor drainage and difficult maintenance, targeted measures should be taken to adjust the position of sewage outlets and the direction of sewage pipelines, update maintenance facilities and set up necessary inspection wells. The responsibility of sewage treatment is clear. One enterprise and one outlet cooperate with the sewage permit system, and the demand for sewage treatment is expected to increase.
According to the sewage outfall, clarify the responsibility subject and relevant rectification, construction, maintenance and management responsibilities. All localities should, in accordance with the principle of “who pollutes, who governs” and the government’s thorough investigation, clarify the responsible subjects of sewage outlets one by one and establish a list of responsible subjects. The responsible body is responsible for source control, sewage outlet regulation, standardized construction, maintenance and management, etc.
The principle of one enterprise and one port further clarifies the pollution discharge of responsible enterprises. The existing sewage outlets of enterprises in industrial and other parks or development zones shall be cleaned and merged as far as possible, and the sewage shall be uniformly treated by the centralized sewage treatment facilities in the park or development zone through the sewage interceptor. For industrial and other industrial and mining enterprises outside various parks or development zones, in principle, only one industrial and mining enterprise sewage outlet shall be reserved for each enterprise. If the plant area is large or there are multiple plant areas, the combined sewage outlet shall be cleaned as far as possible.
Clean up the bypass sewage and untreated discharge, and clarify the enterprise’s sewage discharge responsibility in combination with the sewage discharge permit system. For the sewage outlets with bypass sewage discharge, organize to clean up the branch pipes and branches connected to the sewage pipelines in violation of regulations, and promote that one sewage outlet corresponds to only one sewage discharge unit; If it is really necessary for multiple pollutant discharge units to share a pollutant discharge outlet, urge each pollutant discharge unit to distinguish their respective responsibilities and specify them in the pollutant discharge permit. Strengthen supervision and management, and further improve the monitoring demand.
Clarify the requirements for self-monitoring and information disclosure, increase the intensity and frequency of supervision and management, and increase the demand for pollutant discharge monitoring of enterprises. Through the issuance of pollutant discharge permits and other measures, the requirements for self-monitoring and information disclosure of the responsible subject of the pollutant discharge outlet shall be clarified in accordance with the law. According to the principle of “double random and one disclosure”, the sewage outlets of industrial and mining enterprises, industrial and other Park sewage treatment plants and urban sewage treatment plants shall be monitored. The monitoring frequency shall be appropriately increased in places with poor water ecological environment quality.
Promote the R & D integration of practical monitoring technology and equipment, the construction of the whole process supervision and management system, and continue to lead the future direction of the sewage monitoring market. Carry out R & D and integration of various practical technologies and equipment such as remote sensing monitoring, surface aerial survey, underwater detection and pipeline inspection, so as to provide guarantee for the completion of inspection and regulation of sewage outlets. Carry out in-depth basic research on the management of sewage outlets, analyze the impact of the spatial distribution and discharge law of sewage outlets on the water quality of receiving water bodies, identify the response relationship between input and output, and promote the construction of the whole process supervision and management system of “receiving water bodies – sewage outlets – sewage channels – sewage units”.
