Focusing on the development goals, the plan has deployed 10 major tasks from eight aspects:

First, efforts have been made to consolidate the level of digital infrastructure construction, and the task of building a ubiquitous Zhilian digital infrastructure system has been deployed;

The second is to give full play to the value of data elements and deploy the task of establishing an efficient data element resource system;

Third, we have focused on enhancing the ability of digital technology innovation and deployed the task of building an innovation and development system that releases digital productivity;

Sixth, strive to improve the construction level of digital government and deploy the task of building a collaborative and efficient digital government service system;

Seventh, strive to enhance the ability of digital people’s livelihood guarantee and build an inclusive and convenient digital people’s livelihood guarantee system;

Eighth, efforts have been made to improve the digital development environment, and the task of establishing a sound, standardized and orderly digital development governance system has been deployed.

Focusing on the implementation of major tasks, the plan has established 17 key projects, such as 5g innovation and application project, intelligent network connection facility construction and application promotion project.

The application potential of 5g in the industrial field will be fully released

The plan proposes that to promote high-quality development and improve people’s well-being, we need to accelerate the construction of digital infrastructure, appropriately deploy the next-generation intelligent facility system in advance, deepen the digital and intelligent transformation and upgrading of public facilities, and promote the improvement of infrastructure capacity in an all-round way.

Therefore, the plan also puts forward specific requirements in the 5g innovation and application project to cultivate the 5g technology application ecology. Accelerate the integrated, innovative development and pilot application of “5g + industrial Internet”, and promote the development, utilization and application promotion of 5g in vertical industries such as energy, transportation, medical treatment, postal express and so on.

With regard to 5g + industrial Internet, Yu Xiaohui, President of China information and Communication Research Institute, said that 5g is not only an information transmission technology supporting multiple application scenarios, but also constitutes a digital technology cluster enabling industrial digital transformation together with a new generation of information and communication technologies such as artificial intelligence, big data and cloud computing.

According to the introduction, the characteristics of 5g, such as wide coverage, large bandwidth, low delay and high reliability, are suitable for industrial Internet applications. The data perceived by the Internet of things can be transmitted to the cloud for analysis, feedback and execution at the first time.

Yu Xiaohui believes that at present, 5g R16 and R17 standards have been released one after another. With the acceleration of industrialization, 5g’s application potential in the industrial field will be fully released.

Yu Xiaohui, for example, said that after adopting 5g and other new means of informatization, the production efficiency of coal mines has increased by 20% to 30%. According to the calculation of 10000 tons per day and 600 yuan per ton of coal, the average annual efficiency of the enterprise will reach 400 million yuan.

The plan requires to carry out innovative demonstration of vehicle networking application in the construction and application promotion project of “intelligent networking” facilities. Select and build a national vehicle networking pilot area, accelerate the construction of intelligent networked vehicle road infrastructure and 5g-v2x vehicle networking demonstration network, improve the “people, vehicle, road, cloud and network” coordination ability of on-board intelligent equipment, roadside communication equipment, road infrastructure and intelligent control facilities, and realize advanced automatic driving applications above L3 level.

The 14th five year plan will also carry out energy Internet application innovation demonstration. We will accelerate the construction of the Internet of things for electric power, strengthen the perception of all links such as source, network, load and storage, carry out the pilot reform of the regional energy supply side structure of “virtual power plant” and “energy microgrid”, and build a multi energy collaborative comprehensive energy network and energy intelligent local loop.

The plan also proposes to encourage enterprises to open search, e-commerce, social networking and other data and develop the third-party big data service industry. Improve the interoperability of heterogeneous data, cultivate and develop a number of data application products for different scenarios, and continuously improve the ability of data development and utilization. Accelerate the whole process application of data in various industries and leading cities. Support the construction of standardized data development and utilization scenarios in agriculture, industry, commerce, education, medical treatment, security, natural resources, water conservancy, urban management, public resource transaction, trial execution and other fields, so as to improve the value of data resources.

However, for a long time, the big data service industry has not established a data resource sharing mechanism. The big data resources are scattered and the data concentration is low. The data collection cost of midstream big data service providers increases at a rate of 50% every year.

Xiang Ligang said that the customers of third-party big data service companies include energy, finance, Internet, medical treatment, education, manufacturing and other industries.
