At this year’s two sessions of the National People’s Congress, Lei Jun, deputy to the National People’s Congress, submitted four suggestions this time. One of them paid attention to the field of new energy vehicles again and proposed to speed up the construction of high-power and fast charging infrastructure for new energy vehicles, which aroused widespread heated discussion in the industry.
Lei Jun said that at present, fast charging accounts for only 40% of China’s public charging piles, and the fast charging power is generally low, resulting in the problems of slow charging speed, long queuing time and low turnover efficiency. It is difficult to meet the charging needs of users and adapt to the rapid development of the current new energy vehicle industry. In order to alleviate these difficulties, we should further improve the support capacity of charging infrastructure, continuously enhance the international competitiveness of Shanxi Guoxin Energy Corporation Limited(600617) automobile, and promote the development of high-power fast charging will become an important development direction at present and in the future.
Lei Jun suggested that we should promote the formulation, unification and application of technical standards and communication protocols, introduce a work plan for high-power fast charging interconnection, give priority to the interconnection of high-power fast charging piles in the stock of scarce resource areas such as new investment and construction, core business districts and highways, and realize the optimal allocation of social resources.
Lei Jun believes that in recent years, China has made breakthroughs in the research and development of cutting-edge technologies of high-power fast charging, but the overall R & D capacity still has great room for improvement. He suggested that a national innovation cooperation platform be built, a catalogue of advanced high-power charging technologies be formulated, a collaborative R & D mechanism between enterprises and scientific research institutes be accelerated, and joint research on the new generation of high-power fast charging technology and upstream key technologies such as integrated storage and charging (especially integrated optical storage and charging), low self loss and low noise be strengthened; Fully stimulate the demonstration and driving role of leading enterprises, support high-tech leading enterprises to increase R & D investment, and establish incentive policies for technological innovation in the field of high-power fast charging.
In view of the high construction cost and long cycle of high-power fast charging stations, Lei Jun suggested to strengthen investment, increase investment and subsidies in construction, transformation and operation for high-power fast charging stations applying advanced technology, and boost the confidence and enthusiasm of industrial chain investment; Accelerate the standardization and large-scale construction of high-power fast charging key equipment and stations, and reduce the cost of equipment and deployment; Establish a rapid approval mechanism for the power quota of high-power fast charging stations, accelerate the approval process of station construction, and improve the construction efficiency of high-power fast charging stations as a whole.
Dong Yang, executive vice president and Secretary General of China Automobile Industry Association and vice president of China Society of automotive engineering, believes that Lei Jun’s suggestions on accelerating high-power and fast charging infrastructure are very targeted. If high-power fast charging is planned and guided to establish industrial ecology, it will develop faster. The government’s assistance and support should be included in the local plans to support the construction of charging infrastructure and given key support.
Shao Danwei, chairman of Wanbang energy and Xingxing charging, said he was glad to see Lei Jun’s proposal on “accelerating high-power and fast charging infrastructure”. If we promote high-power fast charging, the common problems in the charging field such as “difficult to make profits and find land” can be solved. In addition, with the support of relevant government departments, Wanbang energy has been working with many industry partners to explore innovative models, which coincides with the direction suggested by Lei Jun.
