At present, China’s urban development has entered an important period of urban renewal. Dai Yaping, deputy to the National People’s Congress and chairman of Tus-Design Group Co.Ltd(300500) board of directors, believes that the implementation of urban renewal action is to promote the adjustment and optimization of urban structure and the improvement of quality, and change the mode of urban development and construction. It marks the shift from large-scale incremental construction to stock upgrading and transformation and incremental structure, and from “yes or no” to “good or bad”. It is important for comprehensively improving the quality of urban development It is of great and far-reaching significance to continuously meet the growing needs of the people for a better life and promote the sustained and healthy development of economy and society.
According to incomplete statistics, by the end of 2021, a total of 23000 urban renewal projects had been implemented in 411 cities across the country, with a total investment of 5.3 trillion yuan. Urban renewal not only solves the prominent problems and shortcomings in urban development, improves people’s sense of happiness and security, but also becomes a new economic growth point. Dai Yaping said that high-speed urbanization left a large number of construction products built rapidly, but the construction standards in 2000 and before were low. Due to the rapid urbanization and the imperfect corresponding laws and regulations, there was a large gap between the construction quality at that time and the current construction standards.
The Ministry of housing and urban rural development has made it clear that it will strive to basically complete the transformation of old urban communities that need to be transformed and completed before 2000 by the end of the 14th five year plan. With the accelerated pace of urban stock renewal, the transformation, upgrading and reuse of existing buildings are becoming more and more common, but it also means that the transformation risk has doubled. Dai Yaping believes that in recent years, house collapses caused by building reconstruction have occurred from time to time. One of the key reasons is the lack of digital archives of a large number of general buildings in the early stage of the city, and the lack of real and accurate data base on the actual construction status, actual use status and whether the existing houses have experienced reconstruction.
In this regard, Dai Yaping will make two suggestions at this year’s two sessions:
First, promote the urban physical examination with the county (city) city as the important carrier, find out the problem shortcomings, then formulate the urban renewal plan and plan, and then comprehensively promote the implementation of urban renewal projects such as the transformation of old factories, blocks and old communities, residential community construction, existing building transformation, sponge city construction and new town construction.
Second, relevant departments should pay close attention to research, establish and improve corresponding laws and regulations and mechanisms, and build a digital archives system of urban general existing buildings. First try in economically developed areas, through the way of financial support and social capital participation, relying on big data, cloud platform and other technical means, detect and digitally file the early general existing houses, comprehensively, timely and dynamically grasp the actual construction and use of buildings, and finally establish a set of accessible The updatable urban existing building dynamic data system establishes a scientific and reliable data base for promoting high-quality urban renewal in China.
