With the development of science and technology, China’s wind power industry has entered the fast lane of development. WISCO, member of the CPPCC National Committee and Xinjiang Goldwind Science And Technology Co.Ltd(002202) chairman, submitted more than 10 proposals focusing on the “double carbon” goal, energy industry and green finance, and put forward a package of suggestions for the comprehensive green transformation of economic and social development and the healthy and sustainable development of renewable energy.

In order to speed up the development of wind energy and promote industrial development, WISCO suggests that the county level should be taken as the unit, unified planning, unified distribution and unified development should be implemented in the village, so as to reduce costs, improve benefits and promote demonstration first as soon as possible; At the same time, timely improve standards, simplify procedures, and eliminate various non-technical obstacles that wind power may encounter in the countryside.

In view of the idle allocation and storage of new energy and the waste of resources in the current market, WISCO suggests that the allocation mode and proportion of energy storage should be determined scientifically according to local conditions, and the sharing of energy storage mode should be encouraged by comprehensively considering market demand, requirements for safe and stable operation of power grid and other factors. At the same time, clarify the configured independent operation mechanism of power side energy storage, improve the economic value of energy storage, and realize the harmonious development of new energy and energy storage.

After years of development, wind power to the countryside has sufficient technology, product capacity and project economy. However, from the perspective of large-scale and high-quality development, wind power to the countryside is still faced with problems such as scattered projects, cumbersome approval and grid connection procedures, tight land use and so on. It can not maximize the utilization of resources and is not conducive to the efficient implementation and promotion of wind power to the countryside.

In WISCO’s view, wind power technology is becoming more and more mature. Even without considering policy subsidies, most onshore wind power projects in China have sustainable economic benefits. We should make full use of the “distributed wind power” policy to maximize the scale of wind power in the county.

For wind power to the countryside, WISCO put forward two suggestions. First, promote the whole county and give priority to demonstration. It is suggested that the energy administration and the Ministry of agriculture jointly issue policies to encourage the overall planning of distributed wind power project construction with counties, townships and villages as units, unified distribution, unified development and implementation to villages. An investment and development entity (professional wind power development enterprise) is responsible for the development and construction of each county. The installed capacity of each village is determined according to the actual situation. The village collective cooperates with the enterprise through land, labor force shares and individual investment. The villagers can participate in some operation and maintenance work after professional training. It is suggested that the National Energy Administration jointly issue a document with the central agricultural office and other departments to first organize the application of a number of demonstration projects and explore and cultivate a business model with market competitiveness. The enterprise and the municipal and county governments jointly declare and review the project from the dimensions of technical, economic and social benefits and contribution to the local government. The approved project will be given policy support in terms of land, financing, grid connection and so on.

Second, improve standards and simplify procedures. It is suggested that the national energy administration should take the lead in organizing the “look back” action of the Interim Measures for the development and construction of decentralized wind power projects, comprehensively investigate the implementation of various policies, fundamentally eliminate the non-technical obstacles that wind power may encounter in the countryside and reduce the burden on investors.

In view of the problems that wind power may face in the countryside and integrate with the rural environment, WISCO told the reporter of Huaxia times that the current wind power technology can solve these problems. The fan can actively adjust the fan operation state and control the light and shadow flicker frequency according to the impeller rotation frequency and ambient light intensity, and can also be based on the sound source model and propagation model, Directly predict and control the sound pressure level at the specified point to achieve the balance between wind farm revenue and environmental friendliness.

In order to improve the feasibility of wind power going to the countryside, WISCO suggests that wind power going to the countryside is best to cooperate closely with the local state grid company and form an organic cooperation with the power grid. For example, it can be equipped with a certain amount of energy storage, or carry out unified planning according to its load curve with the proportion of wind and light, and the effect may be better.

Energy storage can play a role in cutting peaks and filling valleys. China has also begun to pay attention to the supporting energy storage of new energy. However, in the actual operation process, there is a market mismatch in the energy storage of new energy. Some provinces in China require a high proportion of new energy to allocate energy storage. At the same time, due to the lack of supporting market mechanism for power side energy storage operation, some cities have been put into operation, and the power side energy storage has been idle for a long time, resulting in waste and imbalance of energy storage allocation.

WISCO pointed out that since 2019, many provinces and cities in China have successively issued new energy allocation and storage policies, and the energy storage allocation proportion is mostly between 10% – 20%. However, the allocation proportion in most regions has not been calculated in detail, and the highly similar allocation proportion has not fully considered local demand, which has brought great pressure on the operation of new energy enterprises in the era of parity. In addition, due to the lack of independent energy storage and operation mechanism, the energy storage side of the city has been in a state of serious waste due to the lack of independent energy storage and operation.

In this regard, WISCO put forward three suggestions. First, adjust the energy storage allocation policy and guide the rational layout of energy storage. It is suggested that the local energy authorities should avoid the current “one size fits all” energy storage configuration mode. It is suggested that the power grid should put forward a scientific configuration scheme from 5% to large, gradually increase the capacity according to the practice of actual operation effect, put forward energy storage configuration requirements according to regional needs, guide the rational layout and orderly development of energy storage, and promote the harmonious development of new energy and energy storage.

Second, expand the scope of flexible resources and encourage the flexible allocation mode of energy storage. Encourage a variety of flexible energy storage configuration modes, adopt the power side and high load energy load measurement to jointly undertake the energy storage configuration, change the current configuration requirements dominated by electrochemical energy storage application mode, and adopt a variety of energy storage modes according to local conditions.

Third, establish a new energy allocation and storage market mechanism. It is suggested that in combination with the construction needs of the national unified power market, the national competent energy department should make unified planning and construction, guide the healthy development of the energy storage industry, establish a market mechanism suitable for the allocation and storage of new energy, encourage the sharing of energy storage mode, clarify the independent energy storage status of the configured power side energy storage, and scientifically evaluate the scale of energy storage allocation and the value of energy storage services, Change the current situation that it is difficult to realize the value of energy storage as a pure cost input.

The reason why energy storage is in an awkward position in reality is largely due to the “non posting” of investors caused by its high cost. In an interview with Huaxia times, WISCO said, “After investors subsidize, the electricity price is the basic benchmark electricity price, which has great cost pressure. With 20 or 30% energy storage, the investment income can not pass. Energy storage is a good thing. In the long run, new energy can not be separated from energy storage, and a strong power grid can not be separated from energy storage, but it must be developed step by step.”

What is the most ideal combination of current new energy and energy storage? WISCO said that the national strategy has made it clear that the wind and solar load storage should be integrated, reduce the peak load of the power grid, improve the low load, and try to meet the power demand of users according to the power consumption curve of users. It is believed that with the increase of investment in science and technology, the industrialization and scale of energy storage industry will be greatly improved, and the cost reduction is just around the corner.
