According to the three-year action plan, by 2024, the output value of Shanghai’s civil aviation industry will exceed 60 billion yuan, the independent supply system for key links of the industrial chain will be preliminarily established, and more than 10 scientific and technological enterprises will be cultivated to meet the listing conditions.
At the same time, by 2024, Shanghai will also promote ARJ21 to increase production capacity, C919 to accelerate demonstration operation and cr929 to accelerate development; Breakthroughs have been made in key areas of the industrial chain such as key components, advanced materials and high-end equipment, and the local supporting capacity has reached more than 20%; The digital transformation rate of civil aviation industry chain enterprises exceeds 80%.
In order to achieve the above objectives, according to the three-year action plan, Shanghai will implement “five actions and 18 key tasks” to build Shanghai into an independent highland of key technologies in the civil aviation industry, a highland of core product supply and a highland of gathering scientific and technological enterprises.
Among them, in terms of the chain leading action of the whole machine “chain length system”, Shanghai will support the construction of the product pedigree of regional airliner, medium and short-range narrow body airliner, medium and long-range wide body airliner and long-range wide body airliner. ARJ21 has achieved serial development, C919 has successfully obtained evidence and demonstrated operation, and cr929 has carried out detailed design. In terms of increasing the supply of key components, Shanghai encourages high-tech enterprises in the industrial chain to forge long plates and supplement short plates, and tackle key structural parts, parts and components urgently needed for large aircraft, navigable aircraft and UAV. Study and master large-area integral forming processes such as automatic placement of advanced composite materials and roll forming, establish the manufacturing capacity of large-scale composite structures such as fuselage and wing of large passenger aircraft, and speed up the development of full composite bodies of navigable aircraft and UAV; Implement digital design, green manufacturing and lightweight upgrading of parts and components, accelerate the quality and efficiency improvement of precision products such as engine blades, turbine discs and gearbox, realize the import substitution of vulnerable and consumable products such as air filters, and improve the flight rocker and other man-machine control products to reach the international advanced level; Comprehensively apply new materials, new processes and new technologies to develop new components and products, and promote the industrialization of highly reliable intelligent sensors and other products. Actively introduce global leading enterprises in high-end components and complete the basic links of the industrial chain.

Third, there has been a breakthrough in the construction of industrial supporting facilities. In terms of quantity, there are 120 suppliers of large aircraft and aeroengines in Shanghai, which is the province with the largest number of suppliers in China’s civil aviation industry chain. At the same time, relying on the large aircraft industry park, we should speed up the further agglomeration of industrial chain enterprises; In terms of quality, Shanghai has 14 national and municipal key civil aviation laboratories. At the same time, it is building innovation platforms such as large aircraft innovation Valley and commercial engine innovation center. It also has the country’s first unmanned aviation test area with island as the application scenario.
