On the basis of the provisions on the liability for repair, replacement and return of household automotive products implemented in 2013, the new three guarantees has made significant adjustments, put forward stricter liability requirements for operators, expanded the scope of household automotive three guarantees, reduced the "threshold" of vehicle return conditions, and more detailed provisions on vehicle pre-sales, after-sales, use, return and replacement.
Electric vehicles under the new regulations are included in the scope of three guarantees
Due to the rapid development of household electric vehicles, the new three guarantees provisions include the quality of special parts such as power batteries and driving drive motors into the three guarantees return and replacement terms; Implement three guarantees for household pickup trucks, protect the rights and interests of pickup truck consumers and promote the rapid development of pickup truck industry; The main parts of household automobile pollution control devices will be included in the terms of returning and replacing vehicles with major quality problems, and the prevention and control of motor vehicle emission pollution will be strengthened.
The new three guarantees regulations also add that if the engine, transmission, power battery, driving drive motor or its main parts need to be replaced due to quality problems within 7 days from the date of validity of the Three Guarantees, consumers can choose to replace the household automotive products or return them based on the purchase invoice and three Guarantees certificate. The Seller shall replace or return the goods free of charge.
Meanwhile, in case of steering system failure, braking system failure, body cracking, fuel leakage or power battery fire due to quality problems within 60 days from the date of validity of the three guarantees or within 3000 kilometers (whichever comes first), the consumer can choose to replace the household automotive product or return it on the strength of the car purchase invoice and the Three Guarantees certificate. The Seller shall replace or return the goods free of charge.
In addition, in case of any of the following circumstances during the validity period of the three guarantees for household automotive products, if the consumer chooses to replace or return the household automotive products based on the purchase invoice and the Three Guarantees certificate, the Seller shall replace or return the products.
First, repair has been carried out for two times due to serious safety performance faults, but the fault has not been eliminated or new serious safety performance faults appear; Second, the engine, transmission, power battery and driving drive motor cannot be used normally because they have been replaced twice due to their quality problems; Third, the same main parts of the engine, transmission, power battery, driving drive motor, steering system, braking system, suspension system, transmission system, pollution control device and vehicle body can not be used normally because of their quality problems; Fourth, the cumulative repair time for quality problems exceeds 30 days, or the cumulative repair time for the same quality problem exceeds 4 times.
Some auto enterprises in the market launched "7-day return" for promotion
Although there are still two weeks before the formal implementation of the new three guarantees policy, some auto enterprises have launched a new marketing model in order to attract consumers to grab sales. For example, Dongfeng Citroen promised to "return and replace cars in 7 days", and Beijing Hyundai, GAC Fick and SAIC Roewe also promised to "return and replace cars if they are not satisfied in 30 days" for some models.
So, are the return commitments made by these car companies reliable? In an interview, relevant car manufacturers said that in case of functional and other quality problems, they can replace or return the car only if the conditions after the experience car meet the requirements. However, some car dealers said that for returning cars due to subjective reasons such as personal preferences, they need to buy vehicles with higher configuration than the models they bought. Of course, the higher configuration of this model also means that its price is higher.

The relevant person in charge of the China Consumer Association said that although the premise of returning and replacing vehicles is still to meet certain conditions, including the maintenance of vehicles in authorized stores, compared with the current "Three Guarantees" of cars, the conditions for returning and replacing goods actively proposed by car enterprises still reduce the difficulties of consumers in providing evidence to a certain extent.
