The so-called "self-made license plate" is actually a fake license plate. According to the law, no one is allowed to use a false number plate, otherwise he will face penalties such as "detaining the motor vehicle, detaining it for less than 15 days and imposing a fine of more than 2000 yuan but less than 5000 yuan".
Official vehicles not only do not have the privilege of using false number plates, but also play an exemplary and leading role in abiding by the law. Law enforcement departments, let alone: if they are not upright, why are they upright?
This is not true. Urban management law enforcers who are "not upright" encounter embarrassment when they are "upright people". Because the law enforcement vehicle hangs a false number plate, they are questioned and called the police by the public. As a result, the law enforcement task is not completed, and their law enforcement vehicle is first enforced and temporarily detained... The law enforcement site has become a "large rollover site", which not only makes the "face" of the departments involved look bad, but also affects the public trust of the rule of law.

The answer is no: first of all, any reason is bigger than the law. If "reasonable" can become the reason for "opening", what should be used to restrict the scale and scope of "opening"?
Secondly, the reason for the "few indicators" of the Urban Management Bureau caused by the bus reform may not be reasonable. Generally speaking, the formulation of bus reform policy and specific vehicle indicators is based on science and rationality. Whether the indicators of law enforcement vehicles of each department are enough or not should be subject to the policies and regulations, rather than the "more or less" felt by the local authorities and departments.
In fact, the "enough" and "insufficient" of official vehicles have different feelings for different stations. Before the bus reform, public opinion has always believed that there are too many buses in the public sector. A solid evidence is that the "three public" funds disclosed by some places and departments are accused of being too high, of which bus consumption accounts for a large proportion. After the bus reform and the reduction of the number of buses, on the whole, the efficiency of public services has not been affected (on the contrary, it is improving); Does this mean that the complaints of some departments and public officials about "insufficient use" are actually an illusion?
Back to this, officials said that there were 13 law enforcement vehicles in Muye District Urban Management Bureau, including 4 pickup trucks with official license plates and 9 electric vehicles with self-made license plates - does this mean that the gap of local urban management and law enforcement vehicles is more than twice the normal index? This makes it difficult to believe that the demand for vehicles exceeding twice the bus reform and policy indicators is reasonable. The transition period for striving for the bus index has been "transition" for five years, and it has not been won. Does it mean that the four car index was originally reasonable, and the "demand" of the law enforcement department was originally unreasonable?
Perhaps it should be understood that in the field of urban management, different regions face different work tasks, and the allocation of law enforcement resources should not be one size fits all? On the other hand, in the era of diversified means of transport, should the urban management department without special emergency tasks consider replacing vehicles with other means of transport, such as driving an electric tricycle to engage in law enforcement, temporarily detaining illegal goods, etc? In my opinion, if there is no fear of "bad face", the use of electric tricycles in urban management and law enforcement may be more convenient and advantageous than cars in some aspects.
When it comes to law enforcement vehicles exceeding the standard by more than twice, we can't help asking: how to solve the fuel cost of exceeding the standard vehicles? If there are problems such as "keeping a car with a fine", it is not just a violation of traffic regulations. In this regard, it is necessary for local officials to disclose relevant information and respond to questions questioned by public opinion, including "unknown source of funds".
