Specifically, on the one hand, the measures "delegate power" to the trading subjects of electronic stores and fully endow them with the "golden cudgel" of honest and independent trading. It is clear that the purchaser, as the buyer of government procurement, can choose a variety of transaction methods according to the procurement budget amount and procurement needs, including: for the goods items in the centralized procurement directory, which have been clearly purchased through the e-store, and the single or batch amount is less than 300000 yuan, they can be purchased directly in the e-store or through online bidding Implement procurement activities through inquiry; For the goods items in the centralized procurement catalogue that have been clearly purchased through e-stores, with a single or batch amount of more than 300000 and fail to meet the standard of public bidding amount, online bidding and online inquiry can be adopted to implement procurement activities in e-stores; For service projects within the centralized procurement directory that have been clearly purchased through e-stores, and the single or batch amount is less than 300000 yuan, they can purchase directly in e-stores or invite more than three suppliers to conduct limited bidding or open bidding throughout the network; For the procurement items outside the centralized procurement catalogue and below the decentralized procurement quota standard, the purchaser can purchase in the e-store or organize the procurement by himself according to the internal control system of the unit. As a supplier of the government procurement seller, the settlement of the e-store adopts the commitment system and enjoys the settlement management mode of "collection in one place and sharing in the whole region". In addition, enterprises with good credit status can be settled preferentially under the same conditions.
On the other hand, the measures also set rules and regulations for the trading behavior of electronic stores, and require the financial department to read the "tight hoop curse" of power. It is clear that the Department of finance of the autonomous region guides the financial departments at all levels of the region to strengthen the supervision and management of e-stores. If the purchaser cancels the ongoing procurement project without justified reasons, the government procurement supervision department at the same level shall order it to make corrections within a time limit and conduct interviews when necessary. If the circumstances are serious, the legal liability shall be investigated in accordance with the government procurement law of the people's Republic of China and other relevant laws and regulations. If the normal procurement work of the purchasing unit is affected due to the supplier's own reasons, or the supplier fails to confirm the results for more than 5 working days without justified reasons, its e-store transaction authority will be suspended for 3 months and publicized.
