In terms of improving the revised draft of the government procurement law, the Ministry of finance has analyzed and studied more than 2000 opinions and suggestions collected during the public solicitation of opinions on the government procurement law of the people's Republic of China (Draft for comments on the revised draft) and the key legal issues faced by the revision of the law, and further improved the revised draft of the government procurement law, And actively promote the coordination and unification of government procurement law and bidding law.
The Ministry of finance also actively promoted the formulation and revision of important regulations and improved the management system of competitive procurement in accordance with the ideas determined in the plan for deepening the reform of government procurement system. On the one hand, it has studied and drafted the measures for the management of procurement methods of government procurement framework agreement, so as to solve the problems existing in the current agreement and fixed-point procurement, which are alienated into the supplier qualification base, resulting in falsely high procurement prices and hindering fair competition; On the other hand, the measures for the administration of bidding for government procurement of goods and services (Order No. 87 of the Ministry of Finance) was revised, and the measures for the administration of bidding for government procurement of goods and services (Revised Draft for comments) was studied and drafted to further improve the bidding procurement method.
In addition, the Ministry of finance also issued the measures for the management of government procurement demand in April this year to strengthen the main responsibility of purchasers, build a whole chain management system of government procurement led by procurement demand, and improve the government procurement demand management system.
