According to the general index of hydrogen energy development potential, Shanghai, Suzhou, Shenzhen, Guangzhou, Qingdao, Beijing, Ningbo, Nanjing, Wuhan and Tianjin rank among the top ten.
From a regional perspective, the overall potential index of the eastern coastal area is the highest, and the urban agglomeration of the Yangtze River Delta and Shandong Peninsula has significant advantages.
The report also shows that according to the combing of the local “14th five year plan”, 1002 hydrogen refueling stations may be built in China by 2025, and 54800 hydrogen fuel cell vehicles will be promoted.
multiple potential application scenarios
Huang Ying, associate professor of the school of Applied Economics of Renmin University of China and researcher of the National Institute of development and strategy, said that China’s hydrogen energy industry has begun to take shape. According to the industrial chain, it can be divided into upstream hydrogen production, midstream storage and transportation and downstream hydrogen consumption.
The upstream links mainly rely on thermochemical hydrogen production and industrial by-products hydrogen production. Some industries are trying to produce hydrogen by electrolytic water. In the future, it is expected to make beneficial exploration in hydrogen production by photolysis of water and biological hydrogen production.
At present, the technologies widely used in the midstream storage and transportation are mainly gaseous hydrogen transportation and hydrogen storage. There are a few demonstration projects in liquid and solid hydrogen storage and transportation, but they have not been popularized on a large scale.
At present, it is common to use hydrogen as raw material to make chemical products in the downstream hydrogen use link; At present, the iron and steel industry mainly uses hydrogen as fuel, and hydrogen is expected to be used as deoxidizer in the future.
“At present, our hydrogen energy industry has a certain application space in the upstream, midstream and downstream, and there is a wide application potential, but there are still some shortcomings and technical difficulties in opening up between links.” Huang Ying said that in the future, hydrogen energy will have many potential application scenarios in transportation, construction and power industries.
hydrogen energy development is concentrated in four urban agglomerations
The report also calculates the demand index, supply index and government index of hydrogen energy development separately, and obtains three “heat maps”, which respectively reveal the situation of each city at three different levels of demand, supply and policy support.
Huang Ying said that the regional distribution of the top cities is relatively concentrated, mainly in the Yangtze River Delta urban agglomeration, Shandong Peninsula urban agglomeration, Beijing Tianjin Hebei Urban Agglomeration, Dawan District Urban Agglomeration and the urban agglomeration in the middle reaches of the Yangtze River. There are also great differences among cities in different urban agglomerations. Taking the Yangtze River Delta Urban Agglomeration as an example, Shanghai and Suzhou are the two most obvious head cities, which have obvious advantages over other cities in this urban agglomeration. The cities of Shandong Peninsula urban agglomeration are relatively close. Although Qingdao and Jinan have strong advantages in some indicators, overall, the urban difference is not very obvious.

For the future development of urban hydrogen energy, Huang Ying suggested:
Top level design and guidance should be issued at the national level, and medium and long-term strategic plans should be formulated in the core areas of scientific and technological innovation, infrastructure construction such as storage and transportation, pilot and demonstration projects, comprehensive policy guarantee, etc.
At the local level, cities with different resource endowments, technical conditions and vision objectives are encouraged to explore different technical routes and development models. A city with balanced advantages should strive to build a model city and play an exemplary and leading role; For market driven cities, it is suggested to strengthen policy guidance and accurately support market development; Policy driven cities should strive to make up for their weaknesses, tap demand potential, and promote the ability of supply to adapt, lead and create demand.
According to the comparative advantages of each city, clarify the division of labor in the whole industrial chain, do not engage in blooming everywhere and low-level repeated construction, give play to the radiation and driving role of leading cities, strive to cultivate characteristic industrial clusters, carry out coordinated development within and among urban clusters, and realize complementary linkage, mutual benefit and win-win.
