The reporter learned from the latest issue of the bulletin of Shenzhen Municipal People’s government that the “14th five year plan” for the development of tourism in Shenzhen (hereinafter referred to as the “plan”) has been officially issued. By 2025, Shenzhen will create three new demonstration areas for the integrated development of culture and Tourism at the provincial level and above, five new national 3A level and above scenic spots, and 100 international routes.
The plan proposes that by 2025, Shenzhen’s modern tourism system will be more perfect, the effective supply and high-quality supply of tourism will be more abundant, the new forms of tourism will develop rapidly, and the system and mechanism of high-quality development of tourism will be more perfect.
Around this goal, Shenzhen will focus on the development of tourism in all areas, all elements and all types of business, implement the “six tasks”, comprehensively improve the comprehensive competitiveness of tourism, create a national global tourism demonstration area, and build a world-class tourism destination with global influence.
1. Build a demonstration city of cultural tourism integration
Shaping the brand of red tourism destination:
Support Yangtai mountain to build a red culture tourism highland integrating leisure, sightseeing and red education. Optimize the layout of red tourism routes, and show the most beautiful scenery of “inheriting the red gene” and “continuing the Spring Story” in Shenzhen by means of guide explanation, teaching in tourism and immersive experience.
Enrich creative cultural tourism products:
Relying on Shuibei jewelry industry cluster, Dalang fashion creative Town, Henggang glasses industry cluster and other fashion industry cluster areas, build a fashion creative base leading the trend. Focusing on the construction of an international consumption center city, we will focus on the construction of ten shopping and tourism business circles, including Luohu port, Luohu “Golden Triangle”, Shatoujiao, Futian central area, Shenzhen International Financial Street Holdings Co.Ltd(000402) , Houhai super headquarters, Oct, Prince Edward Bay, Qianhai and Dakong Qianhai. Strengthen island tourism cooperation with Huizhou, Shanwei and other cities, and explore and open up passenger routes for maritime sightseeing and island tourism in the East. Actively explore the mechanism of mutual delivery, cooperation and sharing with Hong Kong and Guangzhou International Cruise ports, and further increase international routes.
Deepen tourism cooperation between Shenzhen, Hong Kong and Macao:

6. Build a model city of tourism consumption service
Improve the level of tourism public services:
Explore the construction of tourism cloud data center, establish a tourism information management and release platform, and plan to build a global smart tourism platform in Shenzhen. Build an offline tourist center system, and arrange public service facilities for tourists in Shenzhen Airport Co.Ltd(000089) , passenger terminals, sports venues and facilities, large commercial complexes, etc. Optimize and upgrade Shenzhen Tourism buses, speed up the opening of more tourism routes, promote the seamless connection of transportation from airports, ports, docks and stations to major scenic spots (scenic spots), and encourage the construction of self driving post stations and camps.
Optimize the tourism consumption environment:
Encourage the transformation and upgrading of museums, libraries, traditional performance venues and characteristic cultural blocks, lay out and build functions such as catering and light food, convenience stores, cafes, small theatres and cultural and creative stores, and cultivate new tourism consumption space shared by hosts and guests. Improve the incentive policies for travel agencies to organize foreign tourism teams to travel to Shenzhen.
Improve the governance ability of tourism market:
Establish and improve the tourism integrity evaluation system, take the sense of experience and satisfaction of tourists as the core evaluation elements, and carry out the credit rating evaluation of the main body of the tourism market. Strengthen tourism publicity and marketing:
Build a tourism promotion system covering the whole city and integrating online and offline. Promote tourism cooperation with international sister cities.
