The plan proposes that by 2025, the total number of elderly care service beds will reach more than 9 million, the monthly visit rate of the elderly with special difficulties will reach 100%, the proportion of nursing beds in elderly care institutions will reach 55%, the standard rate of supporting elderly care service facilities in new urban areas and new residential areas will reach 100%, and the proportion of class II and above general hospitals with geriatrics will reach more than 60%, More than one social worker shall be assigned to every 1000 elderly people, at least one university for the elderly shall be established in each county (city, district and banner), and each county (city, district and banner) shall carry out the activity of “respecting the elderly month” once a year.

In addition, the plan also mentioned that we should adhere to the public welfare attribute of public pension institutions. All localities should determine the lower limit of the total number of beds in public elderly care institutions according to the scale of the extremely poor elderly, and do a good job in planning, construction, operation and transfer. On the premise of meeting the centralized support needs of the willing poor elderly, public elderly care institutions focus on providing services for the empty nest, left behind, disabled, disabled, elderly and the elderly from family planning special families (hereinafter referred to as the elderly with special difficulties). Establish the occupancy evaluation and management system of public elderly care institutions, and clarify the occupancy conditions and ranking principles of the elderly. We will guide public and private pension institutions, private and public assistance institutions and other pension institutions to give priority to the elderly with special difficulties and make special contributions. Local governments are encouraged to explore ways to solve the problem that it is difficult for the elderly without guardians to enter pension institutions.

The plan points out that the service level of public elderly care institutions should be improved. We will strengthen the transformation of existing public elderly care institutions, improve the care ability of the disabled elderly, add special care areas for the mentally retarded elderly, and give priority to the disabled elderly on the basis of meeting the occupancy needs of policy guaranteed objects. Support about 1000 public pension institutions to increase nursing beds. For public health, natural disasters and other emergencies, add isolation functions, transform fire-fighting facilities, equip necessary materials and equipment, strengthen personnel emergency knowledge training, and improve the emergency support capacity of public elderly care institutions.
