Recently, the national development and Reform Commission, the central network information office, the Ministry of industry and information technology and the National Energy Administration jointly issued documents to officially launch the project of “counting East and counting West”. The document points out that it is agreed to start the construction of national computing power hub nodes in 8 places, such as Beijing Tianjin Hebei, Yangtze River Delta, Guangdong Hong Kong Macao Dawan District, Chengdu and Chongqing, Inner Mongolia, Guizhou, Gansu and Ningxia, and further plan to set up 10 national data center clusters in the 8 hubs to carry out the construction of large and super large data centers in the computing power hub through each cluster.
By building a new computing network system integrating data center, cloud computing and big data, the “East West computing” will orderly guide the computing demand of the east to the west, optimize the construction layout of the data center, promote the collaborative linkage between the East and the west, and drive the development of the economy and industrial chain in the West. At present, China’s data centers are mostly distributed in the eastern region with tight land, energy and other resources, and the development potential of the western region rich in renewable energy remains to be tapped. Therefore, “counting from the east to the west” is to send part of the business data to the western data center for processing, so as to alleviate the computing pressure in the eastern region. In addition, as a “major energy consumer”, the power cost of the data center accounts for nearly 60% of the operating expenditure, while the power cost in the west is low, which will effectively alleviate its energy consumption and cost pressure.
The West undertakes businesses with low real-time demand, and the East processes businesses with high network requirements. Since a large number of computing power needs are mostly concentrated in the East, the western data center mainly deals with businesses with low network requirements such as background processing, offline analysis, storage and backup, while the eastern hub mainly deals with businesses with high network requirements such as disaster early warning, telemedicine and video call.
