Through combing, the reporter found that the contents related to government procurement, such as optimizing the business environment, supporting the development of small and medium-sized enterprises, building a digital government, removing government procurement barriers, centralized drug volume procurement and green procurement, have become the focus of this year’s local two sessions.

optimize the business environment and promote a “good start”

In recent years, relevant departments in all regions have actively optimized the business environment in accordance with the requirements of the Party Central Committee and the State Council. However, at the same time, the production and operation of market players still face many difficulties. It is urgent to further focus on the concerns of market players and cultivate a better soil for the survival and development of enterprises. Therefore, from the perspective of this year’s local two sessions, optimizing the business environment has still become the “king of appearance”.

Zhejiang took the lead in putting forward the slogan of “creating a first-class business environment”. On the one hand, carry out in-depth actions to optimize the business environment and promote the construction of pilot cities for business environment innovation in Hangzhou; On the other hand, we will continue to increase the proportion of unreasonably reserved projects for government procurement by 10 percentage points. For example, Henan Province strictly controls enterprise related charges and rectifies the arrears of accounts of small and medium-sized enterprises. On the basis of the continuous implementation of the policy of tax reduction and fee reduction, Guangdong Province has launched ten measures to reduce the burden of enterprises, such as social insurance and the clean-up of enterprise related fees. Shanghai, Jiangsu, Liaoning and other provinces and cities have invested heavily in supporting green and low-carbon development. Among them, Shanghai spent 5.83 billion yuan to support projects such as energy conservation and low-carbon in industry, construction and transportation, and emission reduction of air and water pollution. Jiangsu Province has allocated 600 million yuan for carbon peak carbon neutralization scientific and technological innovation and established a provincial carbon peak carbon neutralization investment fund.
