China is forming four hydrogen energy industry clusters, which still need to make up the short board and clarify the path

The Yangtze River Delta, Pearl River Delta, Bohai rim and Sichuan Chongqing Hubei four hydrogen energy industry clusters are taking shape, and the hydrogen energy industry chain is developing in an all-round way. The research group on hydrogen energy industry and policy of Renmin University of China said that the development of China’s hydrogen energy industry needs to further plan the layout, supplement the short board and clarify the path.

On the evening of February 11, the relevant person in charge of the research group told the first financial reporter that as an ideal choice for China to get rid of its dependence on fossil energy and ensure energy security, an effective way to help achieve the “double carbon” goal and promote high-quality development, the development of hydrogen energy has been gradually incorporated into the national level planning and layout. Since the 14th five year plan, all provinces have also successively planned the development of hydrogen energy. Hydrogen production from renewable energy, the development of the whole industrial chain of hydrogen energy, hydrogen fuel cell vehicles and other fields are the focus of all provinces.

Wei Chu, a researcher and professor of Applied Economics at the national development and Strategy Research Institute of Renmin University of China (hereinafter referred to as the “National Development Institute of the National People’s Congress”), believes that learning from the development experience of the hydrogen energy industry in the European Union, the United States, Japan and other countries and regions, the development of China’s hydrogen energy industry still needs to identify the shortcomings and room for progress of industrial development, improve the promotion mechanism and increase market vitality.

Wang Ke, researcher of the National Development Institute of the National People’s Congress and associate professor of the school of environment, introduced that at present, the development of hydrogen energy is in the stage of industrial introduction in China, and the applications in various fields are experiencing a breakthrough period of “from 0 to 1”. Various regions have successively released plans for hydrogen energy development and related applications, and the number of companies participating in the hydrogen energy sector is also increasing rapidly. China’s hydrogen energy industry has achieved all-round development of the industrial chain, and has formed four hydrogen energy industry clusters in space: the growth triangle, the Pearl River Delta, the Bohai rim and Sichuan Chongqing Hubei.

Wang Ke introduced that at present, China’s major hydrogen production enterprises include national energy group, China Petroleum & Chemical Corporation(600028) , Shanxi Meijin Energy Co.Ltd(000723) and so on. These enterprises mainly rely on the technical route of coal hydrogen production and industrial by-product hydrogen; Leading enterprises in the field of vehicle hydrogen storage bottles include Sinoma Science & Technology Co.Ltd(002080) , Shenyang silinda and Beijing Jingcheng Machinery Electric Company Limited(600860) ; At present, China’s low-temperature hydrogen storage technology and Furui hydrogen storage technology enterprises have the capacity of China’s low-temperature hydrogen storage industry. In addition, Wuhan hydrogen Yang is the only enterprise involved in organic liquid hydrogen storage in China. China has increased its support for the field of civil liquid hydrogen, and this field is expected to usher in greater development in the future.

It is found that at present, hydrogen is mainly used in chemical industry, petroleum refining, metallurgy and other industrial fields. In the field of transportation, with the continuous improvement of fuel cell related technologies, fuel cell and fuel cell industry are gradually becoming large-scale. Up to now, more than 50% of China’s hydrogenation stations are concentrated in Guangdong, Jiangsu, Hebei and other places. The hydrogen compressor used in the hydrogenation station still needs to be purchased. According to Wei Chu, as of 2020, there are about 30 hydrogen energy industrial parks in China, and four hydrogen energy industrial clusters have been formed: the growth triangle, the Pearl River Delta, the Bohai rim and Sichuan Chongqing Hubei. As the first echelon of China’s hydrogen energy industry development, the Yangtze River delta takes Shanghai as the center and radiates Suzhou, Ningbo, Jiaxing, Nantong, Lu’an and other cities. Regional colleges and universities gather with strong R & D strength, and many demonstration projects have been run. Key enterprises in the region include Zhangjiagang Furui Special Equipment Co.Ltd(300228) , Shunhua new energy, hydrogen maple, etc.

In addition, the Pearl River Delta has formed three hydrogen fuel cell vehicle innovation core areas in Foshan, Guangzhou and Shenzhen. Key enterprises include CIMC Enrico, China hydrogen technology, Fujian Snowman Co.Ltd(002639) and so on; Taking Beijing as the axis, the Bohai Rim region has gathered a number of leading scientific research institutions and leading enterprises in the industry, forming several industrial clusters such as Zhangjiakou, Jinan Weifang and Dalian. Key enterprises include Beijing Sinohytec Co.Ltd(688339) , national energy group, Petrochina Company Limited(601857) and so on; Sichuan Chongqing Hubei region, represented by Wuhan, Chengdu and Chongqing, gathers resources of universities, scientific research institutions and enterprises related to vehicle and shipbuilding. Key enterprises include xiongtao hydrogen Xiong, Wuhan hydrogen Yang energy, Zhongyu power, etc.

However, the above research group found that policy planning is the main restrictive factor for the development of hydrogen energy in some provinces, and special plans for the development of hydrogen energy industry still need to be issued to match their own comparative advantages such as endowment and technology; In terms of coordinated development of energy and environment, it is also urgent to further optimize the industrial structure and energy consumption structure.

The research group believes that at present, the technical process level and industrial chain construction of China’s hydrogen energy industry are not mature, and the development strategy and plan at the national level need to be formulated as soon as possible. While introducing the hydrogen energy strategic plan, the government also needs to clarify the road map of hydrogen energy development, formulate feasible and clear development goals by stages and regions, improve laws, regulations and supporting measures, and steadily promote the development of hydrogen energy industry.

At the same time, a hydrogen energy strategic planning promotion mechanism with clear rights and responsibilities and coordinated cooperation shall be established. According to the actual needs and development status of each region, with the help of different regional advantages, develop hydrogen energy industry clusters according to local conditions, make the development of infrastructure more cost-effective, and form industrial chains, supporting facilities and business models with different characteristics. Enhance the confidence of enterprises in the hydrogen energy industry, avoid vicious competition, create a fair and healthy hydrogen energy market, and promote the diversification of industrial participants.
