Improve the disposal capacity of solid and hazardous wastes and make up for the shortcomings of treatment facilities. By 2025, the capacity of solid waste disposal and comprehensive utilization will be significantly improved, the utilization scale will be continuously expanded, and the comprehensive utilization rate of new bulk solid waste will reach 60%; We have basically supplemented the shortcomings of hazardous waste and medical waste collection and treatment facilities, fully guaranteed the disposal capacity of hazardous waste, further improved the technology and operation level, and achieved harmless disposal of all medical waste in urban built-up areas above the county level.
We will improve the price charging system and transform it into a market-oriented system. Improve the price formation and charging mechanism for the disposal of sewage, domestic waste, hazardous waste and medical waste. Liberalize the government pricing of reclaimed water, and the reclaimed water supply enterprises and users independently negotiate the pricing according to the principle of high quality and good price; Fully implement the domestic waste charging system, implement the waste measurement and charging of non resident users, explore the charging of resident users according to the amount, and constantly improve the collection rate; Reasonably verify the charging standard of medical waste disposal, and encourage the method of charging by weight. The charging standard can be determined by the medical waste disposal unit and medical institutions through consultation, and reasonable compensation shall be made when adjusting the price of medical services.
