According to the content of this contract, during the 14th Five Year Plan period, Sichuan Branch of China Development Bank and China Construction Bank Corporation(601939) Sichuan Branch of China will provide total financing of no less than 50 billion yuan for Chengdu indemnificatory rental housing project respectively, and the term of medium and long-term loans can be up to 25 years, and according to the situation of the project, Float down according to the benchmark interest rate and provide the most favorable interest rate support.
Zhang Qiao, director of Chengdu Municipal Bureau of housing and urban rural development, said at the signing ceremony that the Chengdu municipal Party committee and government attach great importance to the development of affordable rental housing, have formulated and issued a series of supporting policies and systems, constructed a working mechanism for collaborative promotion, and are vigorously promoting the project construction. The development of indemnificatory rental housing has been clearly included in Chengdu’s 14th five year plan. During the 14th Five Year Plan period, it is planned to raise 300000 sets (rooms) of indemnificatory rental housing through multiple channels, including new construction, reconstruction, transformation and revitalization. The total investment will reach more than 150 billion yuan, of which 60000 sets (rooms) are planned to be raised in 2022.
In addition, in terms of standardizing the development of talent apartments, Chengdu will optimize the project planning and site selection, reasonably determine the house type ratio and sales price, meet the diversified living needs of talents, and supply 20000 talent apartments in 2022.
Chengdu will implement the implementation opinions on accelerating the development of affordable rental housing from September 17, 2021, support the raising of affordable rental housing through new construction, reconstruction, transformation and revitalizing the stock, and make it clear that affordable rental housing is mainly small households with a construction area of no more than 70 square meters and a maximum of no more than 90 square meters. The rent is subject to the guidance of the government, and the annual increase of rent shall not exceed 5%. The rent standard is 75% or 90% of the market rent in principle according to the type of applicant.
The implementation opinions made it clear that the government should provide policy support for land, finance, taxation and finance for affordable rental housing, give full play to the demonstration and leading role of state-owned companies, actively guide the participation of multiple subjects on the basis of pilot experience and results, adhere to “who invests, who owns”, and increase the supply of affordable rental housing through multiple channels. In industrial functional areas, near rail transit stations, commercial and business gathering areas and other areas with convenient transportation, convenient production and life and perfect supporting service facilities, make full use of the stock land and stock houses to build and transform indemnificatory rental housing, realize the integrated development of people, cities and industries, and promote the balance of employment and housing. Establish a joint examination mechanism for affordable rental housing projects, build a rapid examination and approval channel, implement the notification and commitment system for key projects, improve the efficiency of project examination and approval, and go through the examination and approval procedures according to the regulations after issuing the confirmation of affordable rental housing projects, so as to promote the implementation of the projects as soon as possible; Establish a departmental linkage mechanism to implement preferential tax policies and civil water and electricity prices through project identification; Strengthen the connection with banking financial institutions and increase credit support for the construction and operation of indemnificatory rental housing.
