II. III. The People’s governments of relevant provinces (autonomous regions) should earnestly strengthen the organization and leadership of the construction of the Comprehensive Experimental Zone, improve the mechanism, clarify the division of labor, implement responsibilities, and effectively promote the construction and development of the Comprehensive Experimental Zone in an orderly and effective manner. According to the requirements of the pilot, we should improve the specific implementation plan as soon as possible and pay close attention to the organization and implementation. We should further refine the pilot tasks, highlight the key points, innovation driven, give full play to the decisive role of the market in allocating resources, give better play to the role of the government, effectively guide social resources, reasonably allocate public resources, and solidly promote the construction of the comprehensive experimental zone. To further improve the statistical system of cross-border e-commerce, implements the supporting policies of exempting cross-border e-commerce retail export goods from value-added tax and consumption tax according to regulations, enterprises can choose to verify and collect enterprise income tax, The pilot policy of cross-border e-commerce retail import will be automatically applied to the cities (regions) where the comprehensive pilot zone is confirmed by the local customs to meet the regulatory requirements, and enterprises will be supported to jointly build and share overseas warehouses.
The Ministry of Commerce shall take the lead in overall coordination, follow-up analysis and guidance services, establish and improve the evaluation and exit mechanism, carry out regular evaluation, promote the survival of the fittest, timely summarize and promote the pilot experience together with relevant departments, and timely report major problems and situations to the State Council.
